Oakham Town Council Extra Meeting Agenda To Overturn Standing Order 23rd February 2017

Oakham Town Council Extra Meeting Agenda To Overturn Standing Order 23rd February 2017

I am not sure how if at all legal this published agenda is, it has no apologies or declarations of
interests.

I would assume at least to members who may attend on Thursday have an interest to declare
both Cllrs Michael Haley and Stubbs are on the current panel of two which breaches our standing orders which requires four members to be appointed.

They Agenda is also dated Friday when it was produced and hand delivered to all Councillors today.

The Assistant Clerk was made to work on a Saturday and moans in public that it is my fault?

It is not my fault that a small group of the councillors continually ignore the councils standing orders.

I simply pointed a breach of our standing orders and received a rude verbal response from our
assistant clerk.

There probably should have been an extra meeting called for Friday on Tuesday to appoint two more members onto the co-option interview panel, instead the few Councillors who actually run this council have decided that they want to change our standing orders once again.

Standing orders should only be reviewed annually. Oakham Town Council make a mockery of standing order continually changing them when they find they can not do something.

As for Thursday's meeting it will be interesting to see if there is a quorum.

If you have a seven-members, four must be present for a quorum and at least four must always vote yes for a motion to pass, regardless of whether there are four, five, six or seven members present.

I can imagine there will be some phone calls made this weekend to ensure at least four people will vote yes. I will be voting no, because I have lost count how many times the standing orders have been changed over the last few years, and I don't know of any other council or official organisation that
so frequently changes it rules and regulations.

Oakham Town Council Co-option Interviews Cancelled due to Breach of Standing Orders

These interviews were scheduled for Tuesday 21st February 2017, in the Council Chamber.

Oakham Town Council currently has 5 vacant seats and I don't think we are doing
enough to attract new members.

Residents could call an election but don't?

Oakham Bandstand Repaired The Need For Town Councillors has been abolished

Oakham Bandstand Repaired The Need For Town Councillors has been abolished

Last year the bandstand was damaged and the office use their powers to address the immediate
health and safety issues. After that was done the matter of repair or replacement should have
come to full council. It did not and instead the office went ahead and organised a replacement.
The original railing should have been repaired and not replace due to it historic nature. The
bandstand railings were originally cast by the foundry well known for making post boxes and
phone boxes.

I have asked to see quotes and why this matter was not brought to council?

I am told the office decided all because of Health and Safety what a load of rubbish.

I am told the financial regulations permit the office to spend up to £5000 without consulting the
council.

Originally this was a lower and was for emergency use only, for example if a tree fell down.

Ex Cllr Dewis persuaded members to increase the amount.

There is meant to be a safeguard which appears not to be working the Clerk is meant to
seek consent from two members and the full council is meant to be notified ASAP.

The law says all expenditure should be approved by full council. The law also states
the councils own regulation should not undermine or ignore laws and they often do
as in this case.

How Oakham Town Council has put itself in a position which it has made members input obsolete?

Dear Clerk,

Ref: Bandstand 016 17/02/17

As you are aware the bandstand was badly damaged last year.

Today Iron Craft was installing a repaired or replacement railing.
Why was this not included in the Clerks report at the meeting of the 8th February 2017?

Why was the contract not approved by full council?

Last year I saw one quote for over £10,000 a figure which would need council approval.

Please can you supply me with copies of all quotes.

Please can you let me know how much Iron Craft is being paid?

Please can you supply the names of Councillors who countersigned this expenditure and
a copy of the work order.

From

Cllr Martin Brookes

Seaton Starlights - an amateur dramatic group Looking for a Keyboard Player

the Seaton Starlights - an amateur dramatic group based in Seaton.

Is looking for anyone who would be interested in playing the keyboard for our next big production?

We are looking for a keyboard player to join our band which consists of a bass guitarist, 1 lead guitar  and 1 rhythm guitar and drummer. The show  is a musical called 'Rock of Ages' which will be performed at Uppingham Theatre from 18th-21st October 2017. The band are part of the show and as such would be playing live on stage.

The show is based around 80's rock. Rehearsals with the cast begin in May and we meet every Sunday 10-2pm - however, band rehearsals will be subject to times you are all available and the band are not expected to attend weekly rehearsals until nearer the time of the show.

The band are going through the score for the first time this Sunday at 2pm at Seaton Village Hall. If you think you would be interested,  we would love to hear from you!

Please contact either Lee  (Director) on 07766582828 or Louise on 07835 513433.
We look forward to hearing from you.
