At this weeks meeting I attempted once again to get Oakham Town Council to comply
with the local government act and its own financial regulations and once again I was
told the council was not required to obtain three quotes for work.

We were not presented with any quotations, just a request from the Assistant Clerk
to spend up to £2500 with Paul Ford Tree Surgeons.

I accept sometimes the Clerk and Assistant clerk may find some contracts difficult to obtain
quotes. But in this case Rutland is hardly short of tree surgeons.

I was extremely disappointed  that the Chairman Adam Lowe told council I was wrong and
three quotes were not required at a previous meeting he had told council that this was
a requirement.

A statement read by Cllr Joyce Lucas describing my actions to seek a council that follows
the rules was very offensive.
This is another example of how correct Mrs Mogg the Monitoring Officer is when
she says Oakham Town Council 'not working.'

The same applies to Cllr Adam Lowe when he sits in the chamber telling members
he disposes of all Council Agendas and Documents after meetings.
That shows no commitment to the role of a Councllor. let alone Chairman of the
Council.


Dear Cllr Adam Lowe Chiarman

Please accept my complaint about the council refusing to obtain quotes for purchases and the conduct
of yourself and Cllr Lucas during the consideration of Agenda Item 16

Background:

On the 8th March 2017 at the meeting of the full council both you and Cllr Joyce Lucas strongly objected to my request
that three quotes should be obtained for the work required on the tree in Cutts Close.

Why at this meeting and other do you say the council has continually checked my repeated requests that the council is required
to obtain at least three quotes, you said I was incorrect and continually wrong to ask the council to obtain three quotes.

Cllr Joyce Lucas accused me of harassment and continually lying over the last two years.
Adding the Councils failure to attend to urgent tree work and obtain quotes over the last two years was due
to my continual lies and harassment and off staff and councillors. Cllr Joyce Lucas added we don't need quotes lets
just get on with the job in hand.

I note our financial regulations were upated in January 2016 to comply with the law and we now have a
full requirement to follow, as set out in Regulation no 10.3 of our financial regulations.

10.3. All members and Officers are responsible for obtaining value for money at all times. An officer issuing an official order shall ensure as far as reasonable and practicable that the best available terms are obtained in respect of each transaction, usually by obtaining three or more quotations or estimates from appropriate suppliers, subject to any de minimis provisions in Regulation 11 below.

I also remind you of the following financial regulation 1.6 and ask why it has never been applied.
and why the taxpayers had to pay £18,000 to a former members of staff who breached the regulations?
and why the breaches of the regulations were not treated as gross misconduct?

1.6. A breach of these Regulations by an employee is gross misconduct.

I suggest both yours and Cllr Lucas's comments at the meeting were offensive and inaccurate and possibly inptoperly influenced
the decision made by council, which saw the council agree to spend up to £2500 with Paul Ford Tree Surgeons.
without receiving proper quotations or proof of the single quotation.

I am requesting the council complies with the local government act and its financial regulations before any work order
is issued to Paul Ford tree surgeons. and the decision made by council on the 8th March is referred back to council for
reconsideration with at least three quotes attached to the reports.

I am also requesting that the Local Government Act is applied to all future expenditure. along with our
financial regulations.

Could this possible include this years Christmas Tree I would not like to see a repeat of last years
failure to obtain more than one quote.

If the council were to follow section 135 of the Local Government Act 1972.

This would promote good purchasing practice and public accountability, and
deter corruption. Following the rules is the best defence against allegations that a
decision has been made incorrectly or fraudulently.

Another dreadful meeting of Oakham Town Council

we co-opted three new members but I do not know to which wards.

The Assistant Clerks conduct during the early part of the meeting
was very unprofessional particularly at the point she read a list of
correspondence which was meant to become an agenda item.
She read it so quickly I could not say who had written to the council.

Cllr Joyce Lucas BEM was permitted to read a statement during
a item about trees where she publicly states I have been lying and
harassing staff and Councillors for the last two years.

During an exempt item not shown in the video we discussed a
matter already made public in a staffing committee meeting
The request to appoint an extra member of staff to assist the assistant
Clerk the main reason for this need was given by the Chairman Adam
Lowe was due to the assistant clerk spending one hour a week dealing
with emails. My question is what is being done during the other
39 hours a week.

 I am not the reason this council is not working, it has not worked for
years I remember reading reports from Rutland County Council
in 2009 describing it as dysfunctional. In my opinion nothing has
changed, it has got worse.

The chairman pointed out in the meeting the long list of failings
regarding the review of policies and procedures all failings made
by the office. I will leave it there for now.

Dear Residents of Exton ward,

As I am sure many of you will now be aware, this Thursday, March 9th, you have the opportunity to vote for your next ward councillor.

Having talked to residents within the ward I have been encouraged to have received a positive response to my vision of a fairer, more open and responsive Rutland County Council.
There are a number of reasons why I decided to stand for election:

Firstly, I believe I have broad experience and therefore a lot to offer the residents of Exton and Rutland more widely. Secondly, I believe in working for what is important to local people, such as accessibility to good health services, and the preservation of Rutland Memorial hospital in particular. Thirdly, I recognise the difficulties Rutland County Council will face in the next few years with decreasing budgets but increasing pressures such as an ageing population. The only way we can square this circle is through clear prioritisation following open and thorough public consultation - no more decisions made behind closed doors!

If I am fortunate enough that you elect me on 9thMarch, I would grab the opportunity with both hands to work with, and support, residents in Exton.

door for the public Cllr Lucas does not have consent from the council to use the logo or publish
this leaflet which gives the impression it is an official Town Council leaflet.

In this incident Cllr Lucas our tree warden blames me for her failings and the office staff.of the past
two years. A lost report has been found and it was shown many jobs marked as urgent
have not been carried out on trees which the town council is responsible for.







Councillor Lucas read out the following prepared statement once again attacking.
'The reason the tree survey has been left until now, in the last two years there has been unprecedented  insinuations lies and harassment from one serving Councillor. (my name was written on the prepared paper but not read out) but not only against the officers but against fellow Cllrs due to the stress and extra work load this has caused much work and has had to be prioritised and the work on the trees
are now being addressed I could go on about this problem but I think I have said enough to point out that the problems we have at OTC are not of the officers or of the majority of the fellow Councillors
making. This has gone on long enough that we have such harassment from one Councillor I am sorry
i think this survey although all though its old should be done now.because we have already had some more branches off and we can not wait........... Clr Lucas concluded This is getting ridiculous no work is getting done because we are constantly asked to get quotes.

Oakham Town Council believes it does not need to obtain any quotes and we should agree
that all the tree works should go to Paul Ford her friend of many years the same person who was
paid to store our Christmas lights many thousand of pounds in a muddy field which resulted in
them having to be disposed of.

After Cllr read the statement I politely objected and pointed out how I had supported her at the budget meeting by supporting her request for £13,000 for the tree budget so an up to date
report could be produced. She said I was not telling the truth. Her conduct is becoming totally
unacceptable.
