Dear Oakham Town Council
I have sent the following complaint to the external auditors Grant Thornton as
Oakham Town Council has once again has refused my rights as an elector, rights the
audit act permits and displayed in the councils notice board.
I question what does the council have to hide?

Dear Grant Thorton

As an elector who resides in the parish of Oakham I made a written request to exercise my rights afforded
to me by the audit act and also the new extended rights for Journalist and Bloggers.

Oakham Town Council Clerk acknowledged my written request shown below.

They then failed to arrange a time for me to carry out the inspections I have requested.

I can only assume they have something to hide for a second year in a row.

I am also a Town Councillor and would although I am not entitled to any extra
privileges, but I would have thought it would have make it easier for the council to make
furnish my request.

I am aware the council has posted a notice for electors to inspect the accounts does our date take into consideration
the extension put in place.

RFOs will be aware that for many years 'persons interested' have had a right to inspect accounting records, including 'all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records', during (now) a statutory inspection period of 30 working days including the first 10 working days in July. The Local Audit (Public Access to Documents) Act 2017, enacted in the dying days of the last Parliament, extends this right to 'any journalist'. 'Journalist' is defined as 'any person who produces for publication journalistic material (whether paid to do so or otherwise)' and so includes (in the Government's opinion) a 'citizen journalist' who blogs without payment. The Act comes into force on 27 June 2017 and so will be in force for the compulsory inspection period of the first ten working days in July 2017.
I wish to arrange a time to inspect the council accounts in full for 2016 - 2017
I wish to inspect all original bank statements (nothing should be redacted)
For all the account the council holds.
I wish to inspect all the council receipts and payments.
I wish to inspect all the councils Cheque Book Stubbs.
I make this request as an elector and I also make this request as 'citizens journalist.

IPCC Appeal Leicestershire Police Rutland County Council Oakham Town Council Upheld

After five years I now have a piece of paper, well several from the IPCC who have
'as such' have decided to uphold my appeal against Leicestershire Police.

The Casework Manager Christina Davis suggests I may not be happy with all her
findings. I have no issue with the findings.

My biggest issue is there is to be no action once again to be taken against Inspector
Mistry. How many complaints need to be upheld before Leicestershire Police
realise they have a very weak and duff Inspector within their ranks.
I say once again because it is public record that there have been many complaints
upheld against the Inspector and no action taken.

It is also interesting how Inspector Johnny Monks who in my opinion was the first
officer to create a special relationship with The CEO of Rutland County Council
is never mentioned, he created this mess  and handed it over to Inpsector Mystry.

From the IPCC findings it is very clear Inspector Mystry was put under extreme pressure from
Helen Briggs the CEO of Rutland County Council and other Councillors at the
time and he was not strong enough in my opinion to fend of that pressure.
He also influenced an officer he brought in to carry out an independent investigation.

I  object to some of the personal opinion like my reaction to the conduct of
former Cllr Charles Haworth was childish.

As for the civil route I am 100% sure if I had the money I could have taken successful action
against Charles Haworth after all, the district Judge did describe his conduct as Homophobic
Crude and Crass. How should I have reacted perhaps I should have smashed his windows
as some one else did last month.

At the time I was also bombarded with offensive post addressed to Peodo Brookes
telling me to keep my nose out of Oakham Town Councils business and attaacked
in many other was for not following that demand, which was all very upsetting and still is.
Of course my battle with Oakham Town Councils old guard still goes on and will continue that.

My battle with Leicestershire Police has come to an end now, I have no money to
sue them for the complaint that was previously upheld.

I find my current professional relationship with Leiestershire Police has improved.
As has my relationship with Rutland County Council. Most of the rotten members if not
all have now gone. We still have the same chief executive and I can say things have improved
with her.

As for Oakham Town Council who I accuse of being responsible for most of this
mess, it is still not working mainly because the new members who are the majority
appear to be afraid to speak out against the most dreadful members of the old guard
who still remain, like Cllr Joyce Lucas BEM who is a homophobic, bigoted bully.

































Oakham Town Centre Plans 2018 Oakham Town Council Fails Residents

Oakham Town Council has seriously let down its residents.

Many residents are now aware that Rutland County Council has consulted resident
at stage two of its plans for Oakham Town Centre 2018.

The item has never been considered or debated at any town council meeting.

I find it very disappointing that once again a major issue effecting our town has
never found its way to a Town Council Agenda.

Now it is far too late communications like that shown below are starting to circulate.

Thank you for letting me know this residents past employment, I am not sure how relevant this is to the subject matter.

It is of course interesting reading the residents opinions and suggestions and I hope Rutland County Council
will consider this response and those of all the residents.

As for Oakham Town Council debating the matter it is now too late, thanks to our current chairman attending only one meeting this year at Rutland County Council and deciding that something so major effecting our town would not be of interest
to the council.

You state you have only found one resident who supports the plans. I am sure there is more than one as we have not consulted our residents formally we shall never know.

I wonder how many residents actually know that Oakham Town Council has not taken part in this consultation?

As a council we have once again seriously let down all the residents of Oakham and I once again question the purpose or need for this council.

As for your suggestion of surgery I trust you have shared the information from yours with Rutland County Council and wonder why you never share anything with Oakham Town Council?
Perhaps it's all gossip. Or scare mongering, misconception rumour as mentioned by the former Mayor Paul Beech in his post on the Rutland Debate Facebook Page
he debates yours and another recent letters on this subject published in the Rutland Mercury.
His comment are all things which for far too many years you have been guilty of along with you very unpleasant conduct towards a number of residents.

I read in the Rutland & Stamford Mercury this weekend that the debate about the town centre is gathering momentum, (not that one). There are two letters from last week that are quite interesting but from different perspectives. One an obviously concerned the other from what I can only assume is a confused town councillor.
From the resident comes a level assumption, quite rightly in my view, that we don't need a one-way system and its obvious ramifications to the surrounding street and its residents.
The other seems to be scare mongering about the refusal to make the roundabout at Balmoral Road and Braunston Road junction bigger, (why and how? surely it would be better going back to a 'stop' crossroads junction) and the further misconception that there are plans already in RCC Planning Department for the development of a "housing estate" on the allotments at Brooke Brooke Road.
There are currently no planning applications in for that area at all, although there are rumours abound.
It's a shame the town councillor didn't do their homework first.
If this is the level of understanding that our town custodians have of where we are and what we need in Oakham, then we are in deep doo-doo.


To conclude If the council had been properly informed of the subject at hand and the meetings at Rutland County Council, I am sure we could have spoken to residents and gained their opinion and concerns to include in  any response we could have made to Rutland County Council.

I trust the council will take part stage three of the consultation so we don't end up with a town that looks like  a cladded Victorian terrace house. Perhaps this could be the time we work with Rutland County Council and assist them as much as we can.

Tim sent me a copy . Perhaps members might like to know that Tim was the well respected Museum Curator for Rutland County Museum.

I have only found ONE member of the public who agrees with the proposals. On reflection perhaps OTC, like me, should have held a surgery to find out what the public wanted. From the many people who rang me the overwhelming question asked was about the on-way system.....It was very interesting.
