I have after some technical difficulties seen the resolution.
The Council needs to pass a resolution stating no lights.
Although the club states the lights will not effect residents in his letter below he admits five residents homes will be impacted. Only five almost as if that does not matter.
When I visited the homes as a councillor I noticed at least one garden is only about two metres long and it was proposed by the club a flood light would be erected taller than the house, I found it hard not to believe there would be no overspill into that garden.
If flood lights were directed across the courts then you could say the light would not flood into the gardens or homes. The design of the lights is so that the light is shining down. I assume this is so the players don't have to look into a light source.
I lived next to a football ground and used to turn my lights of when they had theirs on to save electricity!

Dear Madam,
Oakham Tennis Club - Floodlights
I am writing as the chairman of the Tennis club to formally request your permission as Landlords to enable us to erect floodlights subject to planning permission. We request three courts to be flooodlit with a shut off time of 9.30pm during weekdays and seven pm at weekends.
As you are aware we feel the Lights are necessary for the public and members for the following reasons;
- Tennis is a year round sport
- Youngsters missing out as dark post school for autumn/ winter months etc
- For all age groups tennis is a fit and healthy lifestyle but due to dark needs lights for autumn/winter months
- Leicestershire leagues finish at around nine fifteen to ten last half-hour needs lights to complete matches
- Virtually only club in Leicestershire not to have floodlights
- Assist jobs in Rutland - more time for coaching
- The potential installer Exclusive Leisure have successfully installed at the following clubs, Houghton, Oadby, Syston and many more of which have neighbours close to the courts like us
not exist without floodlights. Catmose is not a solution as it is multi purpose with many lines thus unsuitable for matchplay.
We are talking about five houses that are effected. If one takes the time to go around the tennis club you will see due to the clubs location it is only five houses that are impacted. The tennis club will be there to serve Oakham long after all of us are dead so has more longevity than any individual tennis club member or resident. Over 1000 people have supported the need for floodlights at Oakham Tennis club - either verbally or in writing. There is no evidence of house prices being impacted by the installation of floodlights.
I know there are rumblings from other clubs in Leicester that we should not be allowed to compete in the summer leagues as we do not have floodlights.
I would stress that we would very much like the public to be able to use the floodlights as well as members. I would be very happy to meet with you at any time with my colleague Richard Wilson to answer any further queries/ deal with factual answers to residents issues.
