Chairmans Allowance £250

I received this from Oakham Town Council today:

The Chairman in line with the Local Government Act 1972, section 15(5), namely the A parish council may pay the chairman for the purpose of enabling him to meet the expenses of office, such as the Council think reasonable. Following a recommendation from the Council's Internal Auditor, in September 2010 the Chairman's Allowance was incorporated into the Council's general accounts with its own cost centre and requiring receipts for all expenditure.

I question if receipts are provided why have they always totalled to £250?

The Mayor Councillor Joyce Lucas refuses to answer any questions accept to say I was out of pocket the last time I asked her.

The question of the Mayor / Chairmans allowance was raised when it was found previous Councillors had not provided receipts one said it was impossible to provide receipts for raffle tickets!
