David Lloyd, Police and Crime Commissioner, Hertfordshire

Election statement:
The role of Police and Crime Commissioner is one of the most significant and 
exciting roles to have been developed in our generation: the first elected position 
with a mandate from the whole of Hertfordshire to reduce crime.
I have a record of delivery as Chairman of the Police Authority –
crime down by more than 20%,
convictions up (criminals are twice as likely to be caught if they offend here 
compared to some parts of the country),
council tax frozen –
and I have a clear vision for the future – putting the victim at the centre of what we 
do and ensuring we continue to provide the most efficient and effective policing.
I believe in cutting crime, keeping taxes low and catching more criminals. I also 
believe that it is the criminal who should be punished, not the victim. People should 
be able to go about their lawful business in Hertfordshire, without worrying about 
becoming victims of crime. Simply put, as Commissioner, my aim would be to 
make Hertfordshire’s streets even safer.
It would be my intention to spend most of my time in the community and with key 
partners using innovative new ways to engage with the public. I am an admirer of 
Bill Bratton’s policing in New York during the Giuliani mayoralty. By acting firmly on 
petty crime more serious crime falls as well.
With me as Commissioner, Hertfordshire residents should continue to enjoy one 
of the safest places to live and work in the country, and I will deliver this by ensuring 
that we continue to innovate through working with other police forces and to focus 
savings at the back office, not the front line.
