Oakham Town Council Meeting Report 9th July 2014

A MEETING OF OAKHAM TOWN COUNCIL
WEDNESDAY 9TH JULY 2014 AT 7.00 PM
AT THE OFFICES OF OAKHAM TOWN COUNCIL,
VICTORIA HALL, 39 HIGH STREET, OAKHAM

Report

Once again the Oakham Town Partnership chaired by Cllr Alf Dewis met in private 
with the council. To plan there attacks against the towns pub trade.

The partnership members are fortunate and privileged enough that they are not restricted
to a three minute deputation at a public council meeting. 

The council is also privileged because they get to meet the undemocratic partnership, residents are excluded from all their meetings accept the annual. Then the partnership
expect the residents to pay for the administration of their club, the registered office and
meeting place is Oakham Town Council and all funded by the residents of Oakham. 


Oakham Mayor Cllr Jayne Woodcock was absent so The Deputy shown above 
Cllr Alf Dewis chaired the meeting

1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

Apologies received from Cllrs, Lockett, Woodcock and Dodds were Approved.

Apology from Cllr Charles Haworth was not approved, it was proposed as I 
would expect by Cllr John Nowell. No one would second Cllr Haworth absence.
Cllr Adam Lowe said afterwards "we hope he is getting the message"

I feel feel he should resign his conduct is disgusting.

The homophobic bully who has interfered in many residents personal lives over the years
has not attended full council meetings since I filmed and questioned him about his conduct.



 DECLARATIONS OF INTEREST

(ii) Any other interest they may have in respect to items on the agenda

CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports
from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

Cllr Joyce Lucas BEM reported with great enthusiasm about a meeting she had attended, (A Leader Program) she said she could not explain what that meant. Her report very long and informative, Cllr Alf Dewis was visible concerned about this and rather rudely sneered and chatted to the Clerk. 

From what I could understand from her report a group of people met from around Rutland and learnt about funding available for tourism and farming from this Peterborough based organisation. Cllr Lucas found it all very interesting.

She also mentioned they discussed Church Over Pewing which she had not heard of before.
It would seem a group is set on destroying the interior of all our churches by removing all
pews and replacing them with chairs so the buildings can be used for other purposes.

CLERK’S REPORT – For information only
To receive a report from the Clerk

External Audit the Clerk reported the council not publish a notice because the Auditor had not included the Councils Name in the title of the document.

The Town Councils telephone bill will be £600 a year.

7. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with
procedures laid down in Standing Orders 1(d) – 1(i)

I gave deputation on four matters Cllr Alf Dewis approved an extension the three minutes given to the public to speak is a disgrace.

After I had read my four deputations in 9 minutes I thanked Cllr Dewis he went on and on about how this time he had permitted an excessive 9 minutes and I would not be permitted
a repeat in the future. He added my deputation about co-option was in view a complaint and
would not be minuted.
PLANNING SUB – COMMITTEE (Appendix B)
 (i) To consider and agree on the Planning Sub – committee’s Terms of Reference
(ii) To consider the recommendation contained in the report and to decide whether
to agree to amend Standing Order 32 to delegate authority to the Planning
Sub – committee to consider all planning applications received by the Council
and to make any comments or recommendations on those applications to the
Local Planning Authority.

The members approved with out any debate.

So Oakham Town Council now has a planning sub committee made up of four members who
"must be trusted" said the clerk, trusted that if they think a planning application is major
and needs full council consideration they will forward it to full council.

Cllr Lucas voted against saying she would vote for if she could be assured the meetings would not be held during the day. Cllr Lucas previously voted against the sub committee being created, there is never any continuity when it comes to her votes.

As four day time meetings Cllr Martin who chairs the sub committee took a little time to answer. She simple replied we have not decided yet. Publicly she has predetermined her preference to hold meetings during the day, because she personally as a mother of young children thinks most would prefer day time meetings.

So when an applicant decides they need to speak to the council, is the council going to pay
for the time they take of work. 
During this item I made comments from the back which annoyed the Cllr Dewis and the Clerk

CO-OPTION OF NEW MEMBER FOR OAKHAM NORTH WEST
(Appendix C)
To agree on arrangements for co-opting a new member for the Oakham North West
Ward

During this item I made  further comments from the back which annoyed the Cllr Dewis and the Clerk

The Clerk is aware the Council broke the law year during the process to co-opting members. He also knows Haworth and Co are not going quietly and they are likely to take him with them, the stress is showing. I said the clerk is giving the wrong advice, he stormed out saying I am not putting up with his insults.

He is fully aware of the police anti corruption units investigation. 

His relationship with the local police and Haworth and Co has been a disgrace.

All Councillors moved into the Clerks office where I started to film to prove the council was holding the public meeting in private, Cllr Dewis the deputy Mayor performed for the camera!


I received a message from a member of the public who viewed the clip.

"very silly man. Fancy wearing the loo chain for a routine meeting!"

Just like Rutland County Council, Oakham Town Council is stuck in the dark ages
and still worships the gold chain. Although they don't stand for the deputies chain.

Another comment received 

"Oaf Dewis, more than Alf!"

After this members returned to the chamber and the meeting was abandoned. None of the following matters were considered.

10. LICENCE FOR FLOWER BED (Appendix D)
To consider the amended Licence and to decide whether Oakham Town Council will
be the Licensee for the Scheme

11. ICE CREAM VENDOR IN CUTTS CLOSE (Appendix E)
To decide whether the Council is willing to permit an Ice Cream vendor to be parked
in Cutts Close on Saturdays through the Summer months and, if so, to agree on any
associated conditions and charges

12. VERIFYING OF BANK RECONCILIATIONS
 To receive a verbal report from Cllr Dr Rob Guthrie as per Financial Regulation 2.2

13. LIVING IN RUTLAND COMMUNITY GUIDE 2015 – 2016 (Appendix F)
 To decide whether the Council is to place an advert in the guide

14. LOCATION OF OUTDOOR FITNESS EQUIPMENT (Appendix G)
To agree on the location at Royces Recreation Ground for the siting of outdoor fitness
equipment

15. AUTHORISATION TO MAKE A PAYMENT EXCEEDING £5000
To authorise payment, as per Financial Regulation 5.6, of £5120.00 plus VAT to
Digital Ceramic Systems Ltd for the supply and installation of tiles for the Gaol Street
Mural Project.

16. SCHEDULE OF PAYMENTS (Appendix H)
To decide whether to approve the Schedule of Payments for the period June 1
st

17. STATEMENT OF ACCOUNTS (Appendix I)
 To decide whether to approve the Statement of Accounts to June 30th
