This is something that has been discussed between members of the Finance Working Group and myself.
The balance sheet is on a template produced by the Council’s accounts software and cannot be altered.
To clarify matters the balance sheet has therefore been manually reproduced with further wording and a footnote

Footnote
to the Balance Sheet
- At 31st March 2015 Oakham Town Council had total borrowings of £40,734.13
from
the Public Works Loan Board.
- At 31st March 2015 Oakham Town Council also had Fixed Assets as detailed in its Asset Register of £1,044,216.00
The
figures in the footnote are not included in the Balance Sheet above
as this directly reports to the Councils Accounting Statements for
2014 / 2015 as detailed in Boxes 1 – 8 in Section 1 of the Annual
Return.
However,
the figures in the footnote are included separately in Boxes 9 and 10
respectively in Section 1 of the Annual Return
