Oakham Neighbourhood Plan Steering Group Requests, Decision Deferred by Oakham Town Council at last nights meeting

Once again the chairman Cllr Michael Haley proved he was not competent to do his job.

Various decisions should have been made last night, but unfortunately Cllr Haley failed to
present the matter correctly to council.

The council was handed pages of documents minutes before the agenda item.
blaming this on the timing of the Neighbourhood Plan Steering Groups meeting time.
He said the Clerk would not have been able to prepare it in time. He seems to forget
and agenda has to be sent out and all papers three days before any meeting far to often.

The agenda was not late and there was no reason why reports can not be sent later providing
they are received within three days.

To make matters worse the clerk had not print or distributed a vital part of the documents
Cllr Haley adjourned the meeting for some time so this could be found and handed out.

Cllr Haley is our only representative on our steering group. For some reason the Clerk is
not bringing to council a paper to replace members who have left.

I raised the issue of the council not clearly know who are members of the steering
group. After seeing another two further resignations of members of the public,
I noted one of them was the lady we had just paid out money to train and that money
was subject to a issue for council recently caused by Cllr Haley and the office.
Cllr Haley said if I read the pages of his notes presented as a report I could work
out who was a member of our working group.
Not true because it does not show when Jasmine Hopkins left.

I don't envy the new chairman of the Neighbourhood plan who has to work with Cllr Haley
who spend far to much time trying to exclude me from the council

The Neighbourhood plan has been ongoing for two years now, Every appears to be done
backwards the main concern seem to be funding. Thousands has been spent over the last two
years considerable less this year. Next yeats draft budget is proposing a need for £25,000
I say the things are being done backwards because I was told at the start the council dod not
need to apply for grants at that stage, Now we find we lost out on a £9000 grant because we
can not apply retrospectively. The council I believe may have been being asked to set the
ball rolling to apply for a further two grants totally £25,000. It is frustrating the local tax
payer had to pay for last years errors and pay £9000 instead of using grant money.

I personally feel the plan progress is failing and due to Cllr Haley. Most of the group members  resignations could be blamed on him, He denies this even when a Rutland County Councillor
is happy to say that Cllr Haley was part of the reason for his resignation.
