PC Andrew Starbuck appeared before the hearing, which lasted three days, to answer allegations that he breached the standards of professional behaviour, namely: honesty and integrity; orders and instruction; confidentiality and discreditable conduct.
It was found that PC Starbuck’s actions of accessing data on police systems for non-policing purposes breached the following standards of professional behaviour: orders and instruction; confidentiality, discreditable conduct and honesty and integrity. It was noted that in respect of honesty and integrity PC Starbuck was not dishonest but his actions did lack integrity.
PC Andrew Starbuck was dismissed without notice following the gross misconduct hearing.
