I received a communication from Oakham Town Council they state it is not currently their policy to publish recordings of meetings on their website. Oakham Town Council stopped complying with the law to do so in 2019. 

I assume it is no longer within their policy to publish past agenda and minutes as they have also failed to comply with that law since 2019.

At other times, the public are not able to take part in the proceedings except at the discretion of the Chairman who may at a convenient time in the transaction of business adjourn the meeting and suspend standing orders to allow any member of the public to address the meeting and ask questions requiring answers of a factual nature
