Uppingham's revised neighbourhood plan is now available for public consultation, offering residents the opportunity to shape the future development of their town.  This redraft comes after an independent examiner's review of the previous plan, which highlighted the need for a higher housing density on allocated development sites.

The Uppingham Town Council, responsible for the plan, has worked with a planning advisor and Rutland County Council to address these concerns.  The new plan, which outlines development until 2041, is now open for a six-week public consultation.   

Key changes in the redrafted plan include a reduction in the number of allocated development sites from seven to five.  Proposed sites near the Beeches and Goldcrest have been moved to a reserve list.  The total number of proposed homes stands at 516.

A significant point of contention in the previous draft was the housing density.  The independent examiner recommended increasing the density from 25 to 30 homes per hectare.  This change has been incorporated into the redrafted plan.

The existing neighbourhood plan, dating back to 2016, already includes commitments for 2201 homes.  These include 163 homes north of Leicester Road and 20 homes south of the same road.  The new plan proposes the following developments within the next five years: 125 homes off Leicester Road (near the cricket club), 76 homes off Ayston Road, and 105 homes at Uppingham Gate.  Nine additional homes are planned for "windfall" sites – those not specifically designated in the development plan.  All planned development is concentrated on the Oakham side of the town, rather than towards Corby.

Following the consultation period, an independent examiner will review all representations and determine whether the plan can proceed to a referendum.  All Uppingham residents on the electoral roll will be eligible to vote in the referendum. If approved, the neighbourhood plan will become part of the broader, still-in-draft, Rutland local plan.
