The plaque was unveiled by the Lord Lieutenant of Rutland Dr Laurence Howard, OBE, JP
BBC Leicester filmed and BBC Inside Out East Midlands
No members of the public attended.
Oakham taxpayers paid for the event to replace the plaque.
The 1899 Decauville, on show was originally owned by George Phillips
A relative of George Phillips could not make it.
The Lord Lieutenant spoke about George Phillips and his work
whilst holding one of the books written by George Phillips
about world war one. Butter Cross house was the location
for Rutland's earliest libraries run by George Phillips.
