1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the
agenda
(ii) Any other interest they may have in respect to items on the agenda

 Members are also reminded to inform the Clerk of any changes in their Register of
Members’ Interests

3. MINUTES (Appendix A)
To confirm the minutes of the meeting of Oakham Town Council held on Wednesday
12th
 March 2014

4. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 9
(Members note that 72 hours notice is now required)

5. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports
from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

6. CLERK’S REPORT – For information only
To receive a report from the Clerk

7. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with
procedures laid down in Standing Orders 1(d) – 1(i)

8. CO-OPTION OF NEW COUNCILLOR (Appendix B)
To decide on arrangements for the Co-option of a new Councillor for the Oakham
North West Ward

9. REVIEW OF FINANCIAL REGULATIONS (Appendix C)
To review the Council’s Financial Regulations, to agree on any changes necessary
and to formally approve and adopt the amended document

 
10. OAKHAM CEMETERY (Appendix D)
 To consider a report and to make any decisions as appropriate on whether Oakham
Town Council will take on the management and all other responsibilities involved
with regard to Oakham Cemetery

11. NON CONTRACTUAL EXPENSES (Appendix E)
To consider a report on non contractual expenditure and to make any decisions as
appropriate

12. SPORTS PROVISION IN RUTLAND (Appendix F)
To consider the consultation document and to agree on any comments to be made to
Rutland County Council

13. NAVY TRAINING CORPS (Appendix G)
To decide whether to support plans for a Navy Training Corps in the area

14. OUTDOOR FITNESS EQUIPMENT AT ROYCES RECREATION GROUND
 (Appendix H)
 To agree on how the matter is to be progressed

15. SCHEDULE OF PAYMENTS (Appendix I)
To decide whether to approve the Schedule of Payments for the period
March 1st
 2014 – March 31st
 2014

16. STATEMENT OF ACCOUNTS (Appendix J)
 To note the Statement of Accounts to March 31st
 2014

(iii) 2014/0261/FUL Mr Matthew Weston

2014 should be fun. 7.00pm

Some people might wish to object to a supermarket on the doorstep of Oakham.

Examples of valid objections

The relevant issues in a planning application vary from case to case but the following matters may be included:

conservation of buildings and the natural environment trees design, appearance and layout
character of an area noise, disturbance and smells highway safety and traffic previous planning applications
compliance with Unitary Development Plan Policies, Supplementary Planning Guidance and other planning policies compliance with government guidance and legislation the effect of a proposal on sunlight and daylight
the effect on the privacy of neighbours whether the proposed development will have an overbearing effect on neighbouring properties visual impact

There are also non valid objections the following matters are usually not relevant:

Issues covered by other laws eg. Licensing, Building Control, Health and Safety Regulations
Private property rights (eg. boundary or access disputes)
The developer's morals, motivation or activities elsewhere
Perceived impact on property values Competition between businesses
