Leicestershire Police Misconduct hearing outcome for former PC Hugh Turton

Misconduct hearing outcome for former PC Hugh Turton

An accelerated misconduct hearing has found that a former Leicestershire police constable breached the standards of professional behaviour.

At the hearing, held on Tuesday 7 March, it was found proven that between 6 and 24 December 2022, the off-duty conduct of former Police Constable Hugh Turton breached the standards of professional behaviour namely authority, respect, and courtesy; confidentiality; orders and instructions and discreditable conduct.

While out socialising in Leicester city centre with colleagues on 6 December 2022, former PC Turton was verbally abusive towards another officer. Former PC Turton then punched a window of a premises causing damage to the window.

During the morning of 7 December, the former officer logged onto his police laptop while off duty and accessed a policing system when there was no policing purpose for this access.

On 23 December 2022, former PC Turton agreed to receive a conditional caution in respect of the damage to the window provided he paid for its repair.

Former PC Turton resigned from the force prior to the hearing taken place.

The hearing found that the former officer’s conduct was so serious that it amounted to gross misconduct and that had he still been serving, he would have been dismissed without notice.
