Paul Cummings – Parish Council Election Candidate 2015 North Luffenham

Vote for Paul Cummings – Parish Council Election Candidate 2015

I returned to Rutland some 11 years ago after a military career lasting 34 years. In June 2014 I retired from my last job as Director of Grants and Welfare of the Army’s National Charity and was co-opted onto the Parish Council page in September. After 9 months as a Parish Councillor I seek your support to enable me to continue to use my skills and experience to the benefit of the community in which I am proud to live.

During my short time as a Parish Councillor I have taken on a number of responsibilities that are, or will be, making a difference within the village. These include:

Working with others to establish and develop the work of the Good Neighbour Scheme, which was successfully launched in January 2015.
Providing the Parish Council with ideas for the development of a plan for the management of the annual firework night event.
Providing a brief to the Parish Council and villagers on the impact of the proposed plans by the Ministry of Defence for the move of 1 Military Working Dog Regiment to St George’s Barracks, North Luffenham.
Providing advice to the Village Trust on its future development; to help it become more effective in providing direct support to individuals in need, and to be more visible, responsive and accountable in its work.
I see the principal challenge for the Parish Council being the coordinated development of the village through a comprehensive village plan. The plan would need to include identification of the specific needs of each demographic group and how these might be met, maximizing the use of existing resources and considering appropriate sympathetic development of The Oval and other village assets including the Community Centre and Parish Church. The Parish Council must take a proactive and positive lead in the development of the village and its community, drawing on the experience and skills that exist within the community as a whole. It needs to develop better representative responsibilities and to involve the village as a whole in its long term development, thereby making it more relevant and responsive to everyone.
