Rutland County Council is bracing for a pivotal moment this week as it expects the national government to announce its decision regarding the future structure of local government in Leicester, Leicestershire, and Rutland.
This announcement marks a significant milestone in the ongoing process of Local Government Reorganisation (LGR) a government-led initiative aimed at streamlining local authorities by replacing existing two-tier systems with larger, single-tier unitary councils.
Following the announcement, Rutland County Council will launch a dedicated transition website. This portal is designed to serve as a central information hub for all ten councils involved in the Leicester, Leicestershire, and Rutland (LLR) area.
Drawing inspiration from successful models like the Surrey LGR hub, this site will provide residents, staff, and stakeholders with clear, accessible updates on devolution and the transition process as it unfolds.
While the upcoming government decision is a major step forward, the council is keen to emphasise that the transition will be a gradual process. Existing district, borough, city, and county councils will continue to deliver all local services as normal until the new unitary structures officially take over on "Vesting Day."
The path toward a new local government structure involves several key stages of planning, legislative approval, and democratic transition. Here is the anticipated timeline leading up to the final launch:
Autumn 2026: Voluntary Joint Committee Representatives from all Leicestershire and Rutland councils will convene to coordinate planning and begin making key collaborative decisions.
Winter 2026/27: Structural Changes Order The government will issue the formal legal order, outlining the new council structures and defining how existing authorities will be replaced.
Winter 2026/27: Joint Committee Formally Established Following the legal order, the Joint Committee will be officially established to provide oversight for transition planning and ensure service continuity.
Spring 2027: Shadow Elections Elections will be held to appoint councillors to the new authorities. These councillors will form "Shadow Councils" responsible for managing budgets, governance, and staffing ahead of the transition.
May 2027: Shadow Councils Established The Shadow Councils begin active preparations for the organization, leadership, and financial frameworks of the new authorities.
1 April 2028: Vesting Day The new councils formally assume all local government responsibilities, assets, and staff. At this point, the existing councils will cease to operate.
