Rutland County Council Not Applying for ShoreLink Tourist Bus Funding
It is looking likely the ShoreLink bus like previous tourist buses will be scrapped.

The council is to apply for funding for the continuation of the WorkLink bus for
another year.

I am sure Centrebus won't waste the newly aquired buses, since the suspension
of the week day services they have been flying all over its routes. Only last week
they were used for the Rutland Flyer Route.

On Sunday I spotted 4 tourists leaving the bus here in Oakham.

1. PURPOSE OF THE REPORT

1.1 To inform Cabinet of the proposal to submit a Local Sustainable Transport
Fund (LSTF) bid for revenue funding for the 2015/16 financial year.

2. RECOMMENDATIONS

2.1 That Cabinet notes the proposal to submit a Local Sustainable
Transport Fund bid to the Department for Transport for revenue
funding in 2015/16 for the WorkLink bus service.

3. REASONS FOR THE RECOMMENDATIONS

3.1 To maximise the resources available to achieve the Council’s strategic aims
and objectives, specifically improving transport supporting employment.


4. BACKGROUND

4.1 In October 2012 Council approved the acceptance of the Department for
Transport (DfT) grant conditions for the successful Local Sustainable
Transport Fund bid known as the Travel4Rutland (T4R) project. A project
board and two working groups (infrastructure and transport) were set up in
November 2012. T4R consists of 4 work streams; Oakham bus station,
tourism bus (ShoreLink), employee shuttle bus (WorkLink) and cycle
improvements.

4.2 The DfT has recently announced a further LSTF bid opportunity for additional
revenue funding for the 2015/16 financial year. The application deadline is
31st
 March 2014.

4.3 On the 6th
 March 2014 the T4R project board approved the proposal to
submit an application to the DfT for the continuation of the WorkLink bus.
4.4 Currently the WorkLink service operates along the following routes:
a) Corby to South Luffenham;
b) Stamford to South Luffenham;
c) Melton to Oakham; and
d) Stamford to Oakham.

4.5 One of the major problems for Rutland employers is the lack of available
labour. To promote economic growth it is proposed to bid for funding to
widen out the service through integration with the existing local bus network.
This will enable better access to a wider cross section of employers.


5 FINANCIAL IMPLICATIONS

5.1 The gross annual cost of the service is about £450k which is funded from the
current LSTF grant. Council will be required to accept the grant conditions if
the bid is successful.
