Why is the Clerk no Longer the Clerk why is the Clerk described as proper officer, this is a parish council not a county council. A Parish Council is required to employ a Clerk.

Report No. TC01420

Agenda Item No. 5
Extraordinary Meeting

Date of the Meeting: 01 July 2020

Oakham Town Council

Report Author: A Greaves Title: Proper Officer

Subject: Re-opening of Oakham High Street

1. Strategic Aim. Work with and in partnership with Rutland County
Council and other partner groups.

2. Ensure that Oakham remains a viable and pleasant environment in which
to live, work and play.

Following funding being allocated from the European Reginal Development Fund, formal
discussions with Rutland County Council in consultation with members took place on how to
support, facilitate the necessary changes and measures for the re-opening of the High
Street to create a safe shopping environment from 15th June 2020.
The following proposal were:

1) Communications campaign

2) Social Distancing signage

3) Cycle Racks

4) Temporary one-way system - if it is deemed necessary by the Town Council and
businesses to assure public safety

5) Mill Street closure – next phase option

6) Café Street furniture – next phase option

7) Pop-up cycle routes

• Discussions to take place regarding the next phase and to make any decisions as
appropriate

The 1st July seems a little late in the day to be discussing this, why were the plans not discussed before the 15th June 2020, the government gave all councils plenty of notice to plan and make decisions before the re-opening of the high streets.

Oakham Town Council has let down all its residents during this pandemic.
