I recently contacted the monitoring officer at Rutland County Council for advice.
The advice I received was incomplete.
I raised this with the Monitoring Officer along with the issue of qualifications and the council leaders acceptance that a monitoring officer does not have to be legally qualified.
It would help if they were qualified , the video above clearly shows why.

You can also look to Oakham Town Council and look at their continuous embarrassments as a result
of employing an over paid unqualified person. I suppose if you employ unqualified people you can't blame them when all goes wrong.
The monitoring officer read a prepared statement at a full council meeting. Apparently the UKIP
Councillors have reported criminal activity, which they claim has been committed by the council to the police.
The monitoring officer reads out the statement admitting she or council have no knowledge of the allegations and adds the allegations are false like all previous allegations made against the council.
I think it is daft to make a statement before the full facts are known, What happens if the allegations turn out to be true?
Whilst I believe employing a unqualified monitoring officer produces someone with almost human qualities and understanding. I do believe it is a big mistake and for the few pence a week the council saves on wages that could also prove to be a false economy later down the line.
Maybe the Monitoring Officer should return to her previous duties, perhaps the senior officers
were dissatisfied with their half cups of tea, rather like those who don't receive complete advice?
It is said the Chief Executive employs unqualified staff because it makes her look a little bit clever.
She has no qualifications matching her role. Unless she uses her cooking degree to provide sustenance for the staff at lunch time.
