I arrived a little early and waited outside the Council office Cllr Maureen Dodds knocked on the office door, the door was opened by Cllr Sharon Spencer, Cllr Dodds expressed her concern about the doors being open to the public. Cllr Sharon Spencer replied they had to be open as the meeting was to discuss Richards appraisal (not as stated on agenda) Cllr Spencer told Cllr Dodds to use public door to chamber. Not something Cllr Dewis or Spencer ever need to do.

I followed Cllr Dodds into the chamber she turned to me and said you are not allowed in here. This is not a public meeting I corrected her and sat down.

Cllr Dewis entered and departed the chamber

The Clerk Richard White and Cllr Spencer entered the room from the office.

Cllr Woodcock and Charles Haworth enterd via the public door.

Cllr Dewis was in and out.

Cllr Spencer said she had passed Jan out and about not noticing her at first because she had cut her hair short.

All member discussed Jan's new look and decided it suited her.

Cllr Spencer turned to Cllr Woodcock and said your a man you don't understand what it is like for woman with long hair.



7.00pm Cllr Dewis welcome all ladies and gentleman.
 no other members of the public attended.

No Apologies were received looking around Cllr Dewis felt everyone was present.  Good to see Cllr Haworth had recovered from his chat with ex Cllr Alan Walters, he became very ill after this chat and failed to attend the last meeting.


To confirm the Minutes of the Staffing Committee held on Wednesday 20th October 2010The Minutes were accepted my only concern was Cllr Haworth asked for conformation from Cllr Dewis "was I present" clearly he had not read the minutes or he would have noticed the people in attendance are recorded on the front page.

DEPUTATIONS BY THE PUBLIC

Members of the Public are invited to address the meeting in accordance with the procedures laid
down in Standing Order 74

As no public were present I decided to ask a question why were the minutes of previous meetings relating to Clr Dewis campaign against me still not publish as required by law.

Everyone appeared to be oblivious to the lack of publication despite my letters and a request from another member of the public.

I also asked for a explanation as to why the public and press were to be excluded.  Cllr Dewis would only say its confidential, I said this was not a explanation I could report. Rutland County Council always give the public a clear reason.

It helps with trust and transparency something Cllr Dewis lacks.

Mr Dewis told me to be quiet, exercising his powers of chairman with his trade mark smirk across his face.
He said its not a question and answer session.I  know that  Mr Dewis. But I act on previous examples when the councils friends have been given plenty of time to ask questions during public deputations.


Now came the part to exclude and with a smirk and extra emphasis he added the words Confidential  Nature

I said yes like the standards statements in which you lie Mr Dewis

EXCLUSION OF PUBLIC AND PRESS - Local Government Act 1972 Section 100
(i) To decide whether to exclude the press and public during consideration of Items 5 and 6
on the Agenda due to the confidential nature of the matter to be discussed
(ii) To decide whether members of the Council who are not members of the Committee
may remain during consideration of Items 5 and 6 on the Agenda

Cllr Dewis said now you can leave Mr Brookes, I departed thanking him and the Clerk followed and locked the door.

The agenda said the following was to be discussed

5. SICKNESS ABSENCE (Appendix B)
To consider a report on absenteeism due to ill health for the period April 1st 2010 – December
31st 2010 and to make any recommendations to the Council

6. FUTURE STAFFING ISSUES (Appendix C – to follow)


Cllrs A Dewis, Mrs M Dodds, Mrs S Spencer, C Haworth, M Woodcock were present.
