The Staffing committee are being asked to consider using the services of a contract cleaner.
Currently the office is cleaned by the Clerk and Assistant when the clerk can make himself available for work, or remove himself from the window and put the phone back in the cradle and end his gossip sessions. My last visit he was having a nice long chat with Jan the old club members (ex Councillors) do like to keep update with the councils activities. The office was closed early again on Friday. Cllr Joyce Lucas has told all at a previous staffing committee meeting she has told him he is not indispensable. I would disagree with this he can act and speak to people in any way he see fits and there is nothing any councillor can do or say to change this.
Appendix C
The Clerk is attempting to exclude the possibility of employee a person rather than using the contractor on the basis it will create him extra work. I hope members of the committee will take notice of the last few lines.
Good to see the financial regulation are once again being ignored and members are being asked to consider one option instead of the required three. The judge at the tribunal has said they can return to normal activities I am not sure he meant they should break their own financial regulations or did he? The funny thing is employing a person could be one of the options for members to consider but the Clerk is ruling that out from the start.
Given this low cost it would not be effective to actually employ someone on the Council's payroll given the additional paperwork required and this possibility has to be discounted at this stage.
The Council's budget is under some pressure for 2012 - 2013 and this additional cost could be considered more of a luxury than a necessity.
What will the Clerk be asking for next a Tea Lady?
