To confirm the minutes of the meeting of Oakham Town Council held on
Wednesday 14th December 2011

4. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 8
(Members note that 72 hours notice is now required)

5. ITEMS OUTSTANDING FROM PREVIOUS MEETINGS
To consider items outstanding from previous meetings

6. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports
from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

7. REGISTER OF MEMBER’S INTERESTS
Members are asked to inform the Clerk of any changes in their Register of Member’s
Interests.

9. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with
procedures laid down in Standing Orders 1(d) – 1(i)

10. EXEMPT ITEM
To decide whether to exclude the public and press during consideration of Item 11 on
the agenda under Section 1 (2) of the Public Bodies (Admission to Meetings) Act
1960 due to the commercial sensitivity of the matter to be discussed.

11. FLORAL DISPLAYS 2012 - 2015 (Appendices B, B(i), B(ii), B(iii), B(iv) and
B(v))
To consider tenders submitted and to award the contract for Oakham’s floral displays
for the four year period 2012 – 2015

12. BUDGET 2012 – 2013 (Appendix C – Final Budget for approval)
(i) To approve the Council’s budget for 2012 – 2013
(ii) To set the Precept demand for 2012 – 2013

13. ANNUAL INVESTMENT STRATEGY AND FINANCIAL RISK
ASSESSMENT (Appendices D and D(i))
To decide whether to approve:
(i) The Council’s Annual Investment Strategy for 2012 – 2013
(ii) The Financial Risk Assessment for investments for 2012 - 2013

14. NOTICE BOARDS AND OTHER PROMOTIONAL MATERIAL
(Appendix E)
(i) To consider quotations for notice boards and to make any decisions
(ii) To authorise the purchase of new bunting

15. GRANT APPLICATION FORM (Appendix F)
To approve the Grant Application Form for the 2012 – 2013 Financial Year

16. SCHEDULE OF PAYMENTS (Appendix G)
To decide whether to approve the Schedule of Payments for the period 1st December
2011 – 3rd January 2012

17. STATEMENT OF ACCOUNTS (Appendix H)
To decide whether to approve the Statement of Accounts to January 3rd 2012

18. EXEMPT ITEM
To decide whether to exclude the public and press during consideration of Item 18 on
the agenda under Section 1 (2) of the Public Bodies (Admission to Meetings) Act
1960 due to the confidential nature of the matters to be discussed.

19. FITNESS CENTRE, PRINCESS AVENUE (Appendix I – To follow)
To discuss various matters relating to the Fitness Centre and to make any decisions as
deemed appropriate
