Conditions applied under Section 12 and 14 of the Public Order Act
Our planning of the English Defence League and Leicester Unite Against Fascism demonstrations has taken into account the views and concerns of all of those affected and our objective has been, and remains to be, to facilitate a peaceful protest whilst keeping disruption in the city to a minimum. As part of the plans to minimise disruption the Chief Constable, in close liaison with the City Council, has imposed a number of conditions on the marches.
Those conditions, under Section 12 and 14 of the Public Order Act:
- limits the time both groups can spend in the city
- prevents demonstrators from stopping and carrying out static protests during the marches
- directs protesters to follow specific designated routes
- requires demonstrators to only assemble at the designated meeting points
Our advice to any demonstrator who wishes to carry out a peaceful protest would be to meet at those pre-arranged locations. Any person taking part who knowingly fails to comply with the conditions is guilty of an offence for which they may be arrested.
We continue to try and work with the organisers of both protest groups to ensure all demonstrators are given the right to protest without members of the public being considerably disrupted.
