Conservative County Councillor Barrie Roper also Chairman of Leicestershire and Rutland Police Authority tonight at Rutland County Councils budget meeting explained localism.
"This is localism here" referring to Rutland County Council, he went on to say Conservative MP Eric Pickles idea of localism "was to beat people up" Mr Roper failed to explain the context of this comment.
Mr Roper went on to say some might find it strange I was responsible for a 2.5% increase in the Police Authority percept and tonight I shall be supporting a Council Tax Freeze.
