The Rotten Borough of Rutland totalitarian rules

Totalitarianism (or totalitarian rule) is a political system based in Rutland where the local government recognises no limits to its authority and strives to regulate every aspect of public and private life wherever feasible. ie Gay Councillors can't have a birthday drink in a gay bar.Totalitarian councillors stay in political power through an all-encompassing propaganda campaign, which is disseminated through the council-controlled mass mediaa single party that is often marked by political repressionpersonality cultismcontrol over the economy, regulation and  restriction of speechmass surveillance a dream of Cllr Charles Haworth and widespread use of terror.  trumped up harassment charges, Hate Mail, Offensive Blogs attacking crtics and Tweets doing the same 


Rutland is mainly Conservative and any attempts at opposition is quickly quashed  
Human Rights and Freedom of Expression are not Tolerated in Rutland
Leicester Constabulary are always keen to assist the Councillors in their fight against any critics  they 'Stamp It Out!'


rotten borough is  a decayed, or pocket borough was a parliamentary borough or constituency in the United Kingdom that had a very small electorate
