Oakham Town Council Schedule of agreed works at 2 Princess Avenue, Oakham, Rutland, LE15 6PQ FOI


Oakham Town Council has answered a Freedom of Information Request
Regarding the schedule of works and tenders in part.

They have not provided the name of tender b the higher tender.

As Councillors were shocked at the cost of this tender, after they had approved it acceptance  I am beginning to suspect there were no other tenders?

Speaking to a Councillor about the high cost he clearly used the plural, tenders when he said we were told by the Clerk all the other tenders were much higher.

Anyway here is what has been provided, to show Oakham Tax Payers what they are spending money on.

There are substantial extra costs (legal and surveys) this means it will require 6 or so years real income before the expenditure is recouped by the Town  Council.

I was wondering if the residents of Oakham (tax payers) are happy to be spending so much much of their
money on this commercial company?


Schedule of agreed works at 2 Princess Avenue, Oakham, Rutland, LE15 6PQ


* Replace flat roof coverings to rear extension and central roof area. Strip off existing felt and replace. Inspect roof deck below and replace damaged boards as required. Make good all flashings to adjacent surfaces and finishes
* Include extra over cost to upgrade roof insulation to U value 0.18
* Inspect and renovate all guttering and down pipes
* Inspect and repair all mortar verges. Care to be taken as soffit boards may contain asbestos and appropriate precautions should be taken. Inspect and repair timber fascias. Redecorate all fascias with external stain
* Inspect external render and make good as appropriate. Remove all redundant signage and fixtures and fittings and make good. Include for new masonry paint finish to all render.


* Remove all debris and rubbish from around the site
* Remove all trees and growth from the paved area.
* Replace all gravel at the rear where broken glass is in evidence
* Relay all loose and unstable paving slabs to side of property
* Add new cap to external duct at rear of property to prevent vermin access to roof void
* Replace all existing external doors to include aluminium door to front entrance
* Renovate windows: replace all cracked and broken panes
* Inspect external soil vent pipe at rear of property and remove and cap if redundant
* Rewire electrics complete and remove all redundant services. Remove redundant tv arial from roof
* Replace and alter light fittings
* Extend power circuits
* Install fire detection system, including smoke detectors, heat detector and emergency lighting
* Replace extract fans in showers and toilets: 4 no.
* Install new extract fan to kitchen: 15 litre / sec
* Supply and fix instantaneous water heater over sink, supply and fix instantaneous hot water for wash basins in toilets X 2, supply and fix new electric thermostatic showers x 2
* Clear out roof voids to pitched roofs. Increase insulation at ceiling level to 270mm minimum using Earthwoll Loft Roll 44 or similar to approved to achieve U value of 0.16W/m2K
* All unlined external walls (fairfaced blockwork) to be lined with insulation fix 50 x 25mm treated soft wood battens to walls and finish with 62.5mm Celotex PL4000 to improve U value
* Decorate building throughout:
Walls: vinyl emulsion
Ceilings: vinyl emulsion; white
Skirtings, architraves, door linings, dado; gloss
Doors: gloss of contrasting colour
Include for making good all damaged plaster, especially in gents toilet
* Install disabled access to front entrance as per plans
* Remove internal partition wall as per plans
* Block up existing internal access and create new access as per plans








Quotations received

(Please note that the original specification sent out to prospective contractors included for the provision of two air conditioning units).

Two tenders were received:

Tender A
Mitchell and Hudson - £49415.00 (including a provisional costing of £7500 for air conditioning)

Tender B - £75911.00

The decision was subsequently taken at the meeting of the Council held on 13th June 2012 not to install air conditioning and the contract was awarded to Mitchell and Hudson at £41915.00  +VAT
