The Pavilion Home Farm Burley Oakham Rutland Enforcement Action deferred by Rutland County Council
I was surprised to see Conservative Leader Roger Begy taking such a lead role at last nights planning committee meeting. Mr Begy is not a member of this committee.
Although this did not stop him speaking many times out of turn or making the suggestion for the final proposal.
A planning officer said Rutland County Council should in future spend more time scrutinising developments
like this one.
I can't imagine why he would need to say this when it is the planning departments role and duty to check all builds. I suggest they do when it suits them and at other times like this they might turn a blind eye.
I can remember a local person carrying out a renovation on a typical house and building an extension to a a garage and Rutland County Council and building control made regular visits pointing out the smallest of mistakes like too few roof straps use on the garage. so why di they miss so many things on this large development? it seems they relied on a private inspector who did not have to pass on information to the Council?
Cllr Gale raised concerns about the delegated power, stating "7 out of the 10 applications relating to this project were decided by the planning officer in consultation with the ward councillor" and "why this had not been questioned before now"
At this point, I used my smart phone to refresh my memory as to who is the ward Cllr. Surprise! Surprise!
its Cllr terry King the Conservative Deputy Leader. Who decided to stay away from the meeting. In the past we know Mr King supported at least seven of the applications related to this project along with planning officers.
Cllr King delegated his junior apprentice to speak on his behalf Conservative Councillor James Lammie (poor thing!) it is a woman's prerogative to change her mind but Cllr King seems to have reserved this privilege to himself, using Cllr Lammie as his mouth piece. The accusation of puppet and puppet master once levelled at me appears to have had more relevance last night.
Conservative Cllr Roger Begy went on to describe the Law, "the law is a ass" and fully supported enforcement action.
Cllr Oxley described the build as "a lot of bricks, which had completely changed nearby residents views and he supports enforcement.
Conservative Councillor Parsons Chairman of the Council, screwing the lid back on the bottle of his Diet Coke said "I agree with all that they have said"
Cllr Oxley proposed enforcement action.
Then it was realised the planning officers would need to know what enforcement action would needed to be taken, this caused a a bit of a problem for members.
This was finally resolved by the almighty and powerful Conservative leader Roger Begy who as a non
committee member suggested the matter be deferred so officers and others could decide what was required.
Cllr Lammie said "I very much support Cllr Begy's recommendation.
Cllr Dale, said "I endorse what Cllr begy said" and he put this forward as a proposal
Cllr Lammie seconded it
Then a woman sitting behind a laptop referred to by Cllrs as the Councils Legal Eagle had to sort out
getting rid of Cllr Oxley's original proposal.
