Cllr Rebecca Hearn Serious Conflict of Interest Oakham Fitness Centre
and Failure to disclose a pecuniary interest, which is a criminal offence.
At the meeting of Wednesday 19th August 2015
Cllr Hearn was voted and appointed onto the recreated working group
which is tasked with working on the what to do with they the Vacant Fitness Centre
owned by Oakham Town Council.
A lot of work has currently been carried out by Cllr Lowe regarding
the council's moving into the centre. He resigned and has now
been repointed?
The group is now being asked to look for another tenant and an
alternative location for the council if the fitness centre is not
suitable for the council's use. Or if the council moves in
an additional regular tenant to share the space despite this uncertainty
CllrLowes proposal was approved at the same meeting to appoint
architects to draw up plans without knowing the cost to the council.
Rebecca Hearn has formally approached Oakham Town Council
before she was co-opted she wrote a request which was given
at full council. Her request was to become the sole tenant of
the vacant fitness centre this included asking the council for
one years rent free.
At the time of Councillor Hearns co-option interview her
interest was mentioned, Cllr Lucas described Ms Hearn
as "a one trip pony" At the meeting Cllr Hearn was co-opted
Cllr Lucas was absent Cllr Lowe can be heard on the video saying
Cllr Lucas won't be happy.
Not surprising really like Cllr Lucas I believe the fitness centre
space should be available to all the community not just one
person I and others believe Cllr Hearn should have disclosed an interest
at Wednesday's and should not have have been appointed a member of this
group as this is a conflict of interest and she could
use her position when it comes to setting recommendations and
personally gain from the outcome.
