Cllr Jean Denyer Oakham South appointed deputy Mayor of Oakham is she sitting on Oakham Town Council unlawfully?

A member of Oakham Town Council contacted me to let me know the newly appointed deputy Mayor resigned from Oakham Town Council in April 2021.

The public were not notified and the Oakham South Vacancy Notice was not published by Oakham Town Council.

NOTICE IS HEREBY GIVEN

Pursuant to section 87(2) of the Local Government Act 1972, that as a

result of the resignation of Jean Denyer, a vacancy exists in the office of

Councillor for the South Ward of Oakham Town Council.

If by 13 May 2021 (14 days* after the date of this notice), a request for

an election to fill the said vacancy is made in writing to the Returning

Officer at Catmose, Oakham, Rutland, LE15 6HP by TEN electors for

the said Ward, an election will be held to fill the said vacancy, otherwise

the vacancy will be filled by co-option.

After her resignation, Cllr David Romney then Chairman of Oakham Town Council spoke to her and persuaded her to withdraw her resignation. Unfortunately her resignation had been accepted. 

No problem for Cllr Jean Denyer, there was already a vacancy the council could co-opt her back to the Oakham South ward and no one would notice she had departed for a few days.

I am guessing someone might have promised the role deputy mayor. A pointless role, because they have no powers.

The actions of Oakham Town Council may not be unlawful, it is highly unfair, it appears Jean did not have to go through the normal co-option process other applicants have to endure and was co-opted very quickly back onto the council on the 28th April 2021.

I find it odd, how can former magistrate Jean can be so easily manipulated by Oakham Town Council. She did not want to stand for election at our last local elections but she was persuaded and helped by Adam Lowes team to stand and they leafleted for her because they did not want me back on the council.
She had resigned once before that.

I think this once again proves Oakham Town Council has no interest in serving the community if it did it would not keep supporting members who are so unreliable like Jean Denyer.
