A former Leicestershire police constable has been found to have breached the standards of professional behaviour.
At a gross misconduct hearing heard on Wednesday 15 February 2023, the panel, chaired by a Legally Qualified Chair, heard that on the 20 March 2022, the on-duty conduct of a former male PC breached the standards of professional behaviour, namely honesty and integrity, use of force and discreditable conduct.
It was alleged that the former PC threatened a detainee with a taser in order to ascertain his identity and that this use of force was not necessary, proportionate or reasonable. The former PC was alleged to have taken steps to ensure his colleagues’ body worn video was not activated before he used/threatened force against the detainee and that this represented a failure to be honest and/or act with integrity. It was also alleged that he made a misleading record about this use/threat of force and that this also represented a failure to be honest and/or act with integrity.
The panel found the allegations were proven and that this amounted to gross misconduct. The former PC had resigned from the force prior to the hearing. It was determined that had he still be in service, he would have been dismissed without notice.
