Former Leicestershire Police Constable Faces Gross Misconduct Hearing Over Inappropriate Behavior

A former police constable with Leicestershire Police is set to face a gross misconduct hearing following allegations of inappropriate behavior towards women. Former Police Constable Julian Bishop is accused of breaching professional standards related to discreditable conduct, authority, respect and courtesy, and equality and diversity.

The allegations center around incidents that reportedly occurred between November 1, 2020, and November 6, 2023, while PC Bishop was on duty. It is claimed that he made unwanted and inappropriate comments to female colleagues and/or female members of the public.

The severity of the allegations has prompted Leicestershire Police to convene a five-day gross misconduct hearing, scheduled to begin on Monday, March 10th, at 10:00 am. The hearing will take place at Leicestershire Police Force Headquarters, located at St Johns, Enderby, Leicester, LE19 2BX.

The hearing will examine whether PC Bishop's alleged behavior constitutes a serious breach of professional standards, potentially leading to severe consequences. Gross misconduct hearings are held to determine if an officer's conduct is so serious that it justifies dismissal, even after they have resigned.

In an effort to maintain transparency and public trust, Leicestershire Police has opened the hearing to public observation. Those wishing to attend must apply through the force's website via the provided link, "Attend a misconduct hearing | Leicestershire Police." The deadline for applications is 8:00 am on Friday, March 7th.

Potential observers are reminded that by registering, they agree to strict conditions of entry, which include a prohibition on photographing or recording the proceedings. This measure is in place to protect the integrity of the hearing and the privacy of those involved.

The outcome of the hearing will be closely watched by both the public and the force, as it underscores the importance of upholding professional standards within the police and ensuring that all members of the community are treated with respect and dignity.
