1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

Apologies received and accepted from

Cllr Dodds who did not want to drive in the sleet and snow

Cllr  Guthrie  Personal reasons

Cllr Woodcock 

Cllr Haworth Personal reasons


2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the
agenda

(ii) Any other interest they may have in respect to items on the agenda
Members are also reminded to inform the Clerk of any changes in their Register of
Members’ Interests
None

3. MINUTES      (Appendix A)
To confirm the minutes of the Meeting of Oakham Town Council held on Wednesday
16th January 2013

These were accepted the  Mayor Clr Dewis noticed the quality of the papers as he signed

The Clerk said posh paper had always been used. (why not? the tax payer pays)

4. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 8
(Members note that 72 hours notice is now required)

None

5. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports
from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

The Mayor  mentioned two events he had attended

6. CLERK’S REPORT – For information only
To receive a report from the Clerk

7. DEPUTATIONS BY THE PUBLIC
Members of the Public are invited to address the meeting in accordance with
procedures laid down in Standing Orders 1(d) – 1(i)

I asked the council to support obtain as much of Barleythorpe Field as possible 

I also  pointed out the council pays more money for its annual computer maintenance probably more than a new PC 

8. REQUESTS TO USE CUTTS CLOSE
To consider requests to use Cutts Close from
(i) Transitions Rutland (Appendix B )approved
(ii) Hollands Fun Fair (Appendix C) approved

9. LEASE OF LAND OFF OF BARLEYTHORPE ROAD (Appendix D)
To delegate authority to the Clerk, Cllr Alf Dewis and Cllr Adam Lowe to further
investigate the issue and report back to Council in due course

The Councillors agreed and the working group will report back to the council
10. INTERNAL AUDIT (Appendix E)
To consider a report from the Council’s Internal Auditor and to make any decisions as
appropriate

Short written report was accepted
11. RUTLAND ACCESS GROUP REPORT (Appendix F)
To consider recommendations from members relating to the above and to make any
decisions as appropriate

Council will write to group and implement some changes 
12. SCHEDULE OF PAYMENTS  (Appendix G)
To decide whether to approve the Schedule of Payments for the period
2nd January 2013 – 31st January 2013

Accepted
13. STATEMENT OF ACCOUNTS  (Appendix H)
To decide whether to approve the Statement of Accounts to 31st
January 2013

Accepted


I am not sure why the Town Council has now decided its insurance quotes
it has obtained are now commercially sensitive?

14. EXEMPT ITEM
To decide whether to exclude the Press and Public under Section 2 of the Public
Bodies (Admissions to Meetings) Act 1960 during consideration of Item 15 on the
agenda due to the  commercial sensitivity of the matters to be discussed

15. INSURANCE PROVISION (Appendix I)
To decide on the Council’s insurance provider from April 1st 2013
