I filmed the presentation for those who could make the time.

I said I would not record the question session.

No one asked any questions during that session, Some asked  questions
during the presentation, given by Alex Daynes and Helen Briggs.

The turn out was make better than the last election. I did sense most
were hoping to be prospective parish councillors.

There were a few familiar faces, like the former UKIP parliamentary
candidate Mr Baker who is hoping to win a seat on the County Council.

I am sure I spotted Rutland's only Labour candidate.

Someone from adult learning and the window cleaner.

And Cllr Adam Lowe.

New Election Rule, Will Mess Up Rutland Conservative Tactics

In the past it has been possible for Rutland Conservatives to be
elected unopposed, due the ability of candidates being able to
be nominated in more than one ward and pulling out of the
other wards after nominations were notified.

The new rule means this can no longer happen.

A candidate can still be nominated for more than ward, but
there is little point. Because before the deadline for nominations
they must pull out of all but one, if they don't they will be disqualified.

Why won't the Tory returning officer Helen Briggs let go and trust her deputy to supervise the
count for Rutland County Council and Parish Council elections?

Mrs Briggs announced due to past experience she would be delaying the count.

The count will not start until 2pm on Friday 8th May 2015.

Leaving ballot papers hanging around, her excuse was because a 9.00 am start was
too much for her.

The problem is, she is also the deputy returning office for the Melton and Rutland Parliamentary Elections and will be assisting at Melton with that count.  At the last election the count finished
around 5 am and she said she needs time to "refresh" for the County and Parish count.

This years Rutland County Council and Parish Council counts will be held at Victoria Hall
and not the usual venue of Rutland County Council.

Before the meeting started I spoke to Mrs Martin and gave her a letter asking what she was
intending to do about her unlawful co-option onto the council.

I gave her a copy of the chairman's letter in which she provided advice received from the legal
department of NALC.

Mrs Martin said, she accepted the co-option in good faith and won't be taking any action.

Shocking when you consider she is trained in law.

When the meeting started I continued my protest against the town council.



The meeting was adjourned and moved into a locked office, the members of the committee
rushed through the agenda and departed.

After the meeting Cllr Stubbs spoke to me about the disruption I have recently and currently caused and the effect it is having.

That disruption is minuscule compared with the disruption the council members have caused me and other people in our community.

Once again Mrs Martin reminded me the full council to be held on Wednesday is the place to protest.

Cllr Alan Walters also spoke to me about my recent republishing details about his first about me
in the Rutland Chat Forum. Which opened the flood gates for the abuse carried out by Cllr Haworth and Co since 2009, In conclusion he stated he was not responsible for the offensive
title and believes it was edited in by a administrator. I only saw the offensive title and the subsequent edit after I had complained to Rutland County Council.

I will add there is no evidence that Cllr Walters contributed to the offensive follow on postings using his name.

The Clerk said the Council is in a very good financial position as it comes toward the 
end of its financial year. So I wonder why they felt the need to increase the precept.

Oakham's first electric charging point is on its way


Gaol Street Murals have been taken down by the Co-op and the originally announced a 

plan to replace them with designs produced by school children.

They are now hoping to make this a community project led by the co-op, town council, town partnership and other groups.


The clerk predicts this will cost thousands of pounds and is not likely to be completed  before 2015?

He said grants may need to be found.

Floral displays the council is to incur an additional cost of £1,170 for new hanging basket bracket


The new bracket are required because the new basket hold water so they need less watering.

So I wonder why this years watering bill is several thousands of pounds more than last years?

Rutland County County Council has indicated it wants to hold involved 2013 in Cutts Close

a youth event . The Town Council has demanded a formal request so the matter can be considered
at full council in April 


Cllr Haworth found some of the public's comments funny? Cllr Lucas sneered many times.

NOTICE BOARD POLICY

This issue was raised by Cllr Haworth nd was rejected, at deputations I raised the question
of why this had been brought to full council.

Cllr Dewis said he felt the matter should not have been brought to council

Cllr Lucas raise  a point about the  high cost of the notice boards and the lack of use.
Its a great pity she did not consider this when she voted to waste thousand of pounds of
tax payers money on them in the first place.

Cllr Haworth was very concerned and felt that some of the community notice were not
interesting.

After this evenings town council meeting Cllr Lucas locked the front door of Victoria Hall and

spoke to a resident who had attended the meeting.

Cllr Charles Haworth was present.


Cllr Lucas made slanderous and malicious allegations about another member of the public who had supported the residents regarding the Barleythorpe Field and Park School development.


Fortunately this man has a mind of his own and replied he can make his own mind up about people.


They repeated this outside the hall to me.


How long are these two quite vulgar councillors going to be permitted to behave in such a disgusting fashion?


The resident wants the support of his ward councillors and not a dose of vile gossip which Lucas is happy

to administer at any given opportunity.

Fortunately Cllr Dewis the Mayor was about and did the job one expect should expect from a councillor and listened to the residents concerns.


During public deputations members of the public expressed their concerns, that Councillor were not

interested in residents. It was good to hear.

That is a message I often pass onto the council and receive sustained abuse for doing so.

I asked the council to support obtain as much of Barleythorpe Field as possible 

I also  pointed out the council pays more money for its annual computer maintenance probably more than a new PC

A government report has praised social care services in Rutland which provide support to help local residents remain in their own homes for longer.

A government report has praised social care services in Rutland which provide support to help local residents remain in their own homes for longer.
Last month (August), an unannounced inspection of the Enablement and Homecare service at Rutland County Council took place with the final report released this week.
It shows all standards being met and those residents randomly selected to be interviewed by Inspectors full of praise for the service and staff who look after them.
Eight service users were interviewed and they told Inspectors they are happy with the service they receive. One person said 'the staff are marvelous and very well trained. Another person commented 'I can't fault them, I am very happy with the service'.
Councillor Roger Begy, Leader of Rutland County Council: “The council does everything possible to make sure that residents receive the highest possible standards of care and support to enable them to live in their own home for as long as possible.  I would like to congratulate everyone involved in delivering this service for their hard work and dedication in this very important area.”
Rutland Enablement and Community Home Care (REACH) is a service delivered by Rutland County Council to provide support to people that helps them to remain in their own home for as long as possible.
REACH works intensively with people for a short time to enable them to regain confidence, maximise their independence and enable them to make their own choices and decisions about their lives.
The inspection, carried out by the Care Quality Commission (CQC) focuses on a number of key outcomes including how the council respects and involves service users, the care and welfare standards that are in place, the importance of safeguarding and protection, as well as the overall quality and monitoring of the service provided.
Inspectors gathered views from eight randomly selected service users.  People said they feel involved in planning the care and support they require and receive and that staff maintain their privacy and dignity at all times.  One person told Inspectors “they (staff) are wonderful’.  Another said ‘they always respect my privacy, I can’t fault them.”
Other people who spoke to Inspectors commented on how they receive the care and support they require, that staff always arrive at the right time and are well trained, and that they feel the council listens to their views and takes action when required.
The unannounced inspection by the Care Quality Commission took place on 9 August 2012.
