Paul Browne Lib Dem Candidate Letter delivered to selected Oakham Residents for the Oakham South Rutland County Council By-Election 2021

Paul Browne Lib Dem Candidate Letter delivered to selected Oakham Residents for the Oakham South Rutland County Council By-Election 2021

Below is a copy of the letter, delivered by a good looking Lib Dem today.

I am no longer on the local mailing list since Cllr Gale Waler should have retired.

Although I remain on the National list.

The content of the letter is not that different from the leaflet delivered the other week.

The candidate still thinks as a Councillor you can decide what opens up in our vacant shops. If he is elected he has a lot to learn. He mentions a town full of charity shops and politicians.

Opticians reminds me of the time, when I was a town councillor and attempted to support that opinion, first I was verbally attacked in the street by a drunk friend of the landlords son, then Rutland County Councils planning wrote to me and quoted European law, that basically states no one could object to the change of use. I do often wonder why, The County Council is required to even consider or consult on any application these days, when European law is quoted and central government has taken away most local planning restrictions.

It would seem Mr Browne who claims to have been a expert in land and property law does not know the council cant tell landlords who they can let their property to.

The other point in his letter is a council can't sort out Oakham Medical Practice issues. Our MP can and although she is a Conservative she is trying and certainly helped me sort an issue.

I once used the services of Paul Browne solicitors to be fair to him I was duped into using one of his legal executives who was absolute crap and to this date over ten years later the issue has never been resolved. So he certainly won't be getting my vote.

Oakham Mayor Mentions Councillors Resignation Unable To Mention Her Name, Bullying at Oakham Town Council, Video, Letter

Oakham Mayor Mentions Councillors Resignation Unable To Mention Her Name, Bullying at Oakham Town Council, Video, Letter

Cllr Leanne Martin was the Chair of the mentioned Planning Sub Committee.

Oakham Town Councils actions always confirm what is said, Oakham Mayor
Jayne Woodcock could not bring herself to mention Leanne Martins name
and unlike the waffle we had to endure when old guard member Maureen
Dodds resigned last December there was no thanks for Cllr Leane Martin's
work.

I am told Cllr Leanne Martin approached the Mayor Cllr Jayne Woodcock
just before Christmas for help, apparently she was being bullied by
Cllr Stan Stubbs and Cllr Alf Dewis no surprise those names are being
banded about in public once again, Cllr Stan Stubbs is revolting I am
told at a private meeting Leanne Martin challenged him by asking him
something along the lines of what planet he lives on. I don't think I
have to repeat to much of my opinion and experiences of the deputy
Mayor Cllr Alf Dewis just to say he is a Bully, Control Freak and rather
foolish. Another member of the public describes him on their blog as
a person attempting to be the Alpha Male. His grin could resemble
that of something seen hanging around in the jungle.

I am told Leanne Martin approached the Mayor Cllr Jayne Woodcock
a member of the old guard and asked for help the response was shocking
"put up with it or go"

This resulted in Leanne Martin being seen sat distressed in her car.

At that point Leanne Martin had tendered a verbal resignation.

Last week rumour was rife about what had happened. The council
hid the resignation because it had not received a letter from Leanne
Martin.

Last week I asked Councillor Alan Walters if Cllr Leanne Martin
had resigned he said he did not want to talk about it.

I ask Councillor Adam Lowe and he said he does not not respond
to rumours but if I was asking a direct question then she had.

At this point I published the resignation not knowing the council
had not received a formal letter.

When the assistant Clerk told me there was no letter I contacted
Leanne Martin who told me she was not returning to the council
as was unwell.

Cllr Leanne Martin delivered her letter at the council office on
Tuesday this week.

Copy below. content redacted as requested by an Oakham
Town Councillor.

Sainsbury's, Oakham, Rutland, Update Letter

Sainsbury's, Oakham, Rutland, Letter

This week Cllr Alf Dewis Oakham Deputy Mayor chaired a meeting which  he totally messed up, there have been calls for his resignation. Of course that won't happen because the egotistic nasties
who make up are local government never take responsibility for their continuous law breaking.

Cllr Alf Dewis also former Mayor and a person who has a finger in most non democratic organisations throughout Rutland, took pleasure in sharing the details of a standard letter emailed
to many organisations and residents in Oakham. The letter from Sainsbury's updates all about it's intention to clear up the mess at the old college site and shelve its plans to build in Oakham for some time. Councillors like Alf Dewis get some sort of power trip when they think they know something we don't. Cllr Dewis appeared to be visible shocked when the clerk said the members of the public
present had a copy of the letter. The fact the members of the public had a copy shows the clerk is attempting to comply with new laws that state there must not be any hidden documents at meetings.
I had indicated to the council if they continued to refer to documents the public did not have I would
interrupt the meeting and quote the new act and request the documents were given to the public.

Cllr Alf Dewis's copy now published on his town partnership web site.

Oakham Town Council, Meeting, 13th November 2014, Video, Letter

Oakham Town Council met this week and as shown on previous
posts they did not comply with the law when co-opting a new
member.

I have received a letter from the clerk confirming the council
is seeking further advice.

The Clerk also told me as he councils legal officer he should have intervened
much earlier in the process.

The council continually flouts the law and there appears to be
no one to hold them to account.

As a result of this meeting a planning comment is heading to
Rutland County Council, for the first time I have ever seen
with a real legal reason to object, referring to documents to
back up the reason for rejection. That is thanks to Cllr Alan
Walters who is also a county councillor. It appears he has learnt
something during his time as a county councillor.

Cllr Lucas has a hearing impairment and for some time she
has request a hearing loop for her and visitors to the chamber.
Some of the council members conduct was disgraceful and the
chairman's for allowing the disgraceful way this matter was handled.
Joyce is no friend of mine, but that does not stop me strongly disagreeing
with the way the request was handled.

Oakham Town Council has a very poor history when it comes to matters
of disability and diversity.

A few years ago they agreed the small cost to place information stickers in
braille on new information signs and then decided they would not bother.

They closed a footpath to disabled user rather then fixing it.

This week a resident told  me "the only way this town council is going
to recognise its responsibilities towards all members of our community
is if one of their own became severely disabled, because they are a selfish
bunch"

I don't think is true because they have a councillor who has trouble hearing and
they are not the first. they should have fitted a loop many years ago and then
they would not now be humiliating and upsetting one of their own.

Oakham Town Council Unlawfully Co-opt New Member

Oakham Town Council Unlawfully Co-opt New Member

Despite recent correspondence from the Chairman of Oakham Town Council in which
she attempted to assure me they have learnt from past "mistakes"

The over paid clerks incompetence shone through once again this evening.

This evening council had four candidates who were keen to serve our community.

Despite this the town council only considered one of those applicants.

At the adjournment for the man to sign papers in double quick time.

I raised the issue relating to the Town Council not included the three others in
the voting procedure.

The Chairman Cllr Alf Dewis gave the impression he was not interested and
stated they had followed the correct legal requirements for co-option.

They had not.

He reconvened the meeting to consider a planning application. A Councillor
left the room due to a interest. So I decided to leave the room for a chat.

After a period of time had passed Cllr Lowe came out to notify the Councillor
he could return to the meeting and added the meeting had been adjourned again.
He would not give a reason.

It soon became evident that the Clerk and Chairman had their noses in a legal
book. They concluded "he has a point"

The meeting restarted and the Chairman told all I had a point.

They then told the person they had co-opted they would need to follow the
legal procedure and they were sorry.

They failed to over turn the previous incompetent outcome. Moving straight
to a vote for each of the four applicants.

The same man was elected / co-opted.

Mugabe must watch the film to follow, he might find it educational and beneficial.

All though Oakham Town Council feel they have promptly redressed their legal
errors, surely if you break the law their must be consequence but nether in
Rutland?

This is a repeat of the unlawful co-option in 2013 of Cllr Leanne Martin.

Some one recently told me the definition of stupidity is constantly repeating
the same mistakes.

Oakham Town Council also breached standing orders by not revoking the
first resolution and then revisiting the item within six months.

Oakham Town Council, Suspend Announcement of New Councillor, Video

Oakham Town Council, Suspend Announcement,
Unlawful Co-option of a new Councillor Chairman Cllr Alf Dewis

Oakham Town Council are delaying announcing yesterdays co-option claiming
they are seeking legal advice.

Cllr Alf Dewis was in a meeting with the Clerk this afternoon.

The Clerk said as the councils legal officer, he should have pointed out the
error of procedure earlier than he did.

Since the law has changed and video recording of meetings are permitted Oakham
Town Council are finding it difficult if not impossible to sweep their incompetence
and law breaking under the carpet.

In the past I would have come away and posted truthful comments and the
council would then run to the local police and tell other people I am nuts and
twisting the facts.

The video clearly shows they breached the law and their own standing orders.

It will be interesting to see how they are going to dig themselves out of this mess.

Members of the public have called for the resignation of Cllr Dewis and Stubs.
Stating Cllr Stubs lied at the meeting and Cllr Dewis for the way he conducted
the meeting. Those present and who have watch this video earlier today agree.

Of course we know resignations are highly unlikely because most town councillors
like Dewis and Stubs think they are above the law.

It took a year of protesting to get the resignation from Cllr Haworth even though
district judge had justly trashed his reputation.

Cllr Richard Clifton, Proposed Permanent Travellers and Gypsies Site Principal, Letter

Mr Richard Clifton
1, Well Street
Oakham Langham
Rutland

14  May 2013 Reference :2013I0296 - Proposed Permanent Travellers and Gypsies Site Principal Planning Officer Mr N Hodgett.

Dear Mr Hodgett,

Thank you for your letter of 3rd May 2013 concerning my application for a Proposed Permanent Travellers and Gypsies Site on the former Ashwell Prison Site. Supporting information, some of which you request, has earlier been supplied with the completed application forms, as Justification Design and Access Statement. Papers were delivered together, by hand to Catrnose.

To address the points in your letter:

1 The application is for a Permanent Travellers and Gypsies Site in Rutland, which has not been available previously for Travellers and Gypsies.

The land is a brown field site and is now owned by Rutland County Council, following the recently purchase, as part of a larger 25 acre site from the Ministry of Justice.

2 Currently, without such a site, and proper provision, Travellers and Gypsies are not properly served by Rutland County Council. Without such provision,Travellers and Gypsies may breach planning regulations and few anywhere within the County in order to fulfil their living requirements and possibly their human rights.

3 This is a Generic application, which should have been fulfilled in earlier years, and for a variety of reasons has not been addressed by Rutland County Council since its separation from Leicestershire previously.

4 As the owner of the land under this proposal is now Rutland County Council, and that the land has only recently come into the County‘s ownership, this land is now available and unused, part of a larger brown-field site. It has been formerly a large football pitch which has been cited publicly by Councillor King as being not usable for football now, and that it falls outside the consented industrial scheme. It would be perverse to consider that Rutland County Council, with this new site ownership not earmarked for use, and with a long period of having no Traveller policy or arrangements in place, would now choose not to be a “willing landowner”.

Page 2

Travellers and Gypsies in Rutland in earlier times sadly have had to settle their own needs themselves, at apparently great cost, without any assistance from the County Council. In so doing they have broken the Planning regulations and law. I am aware of Policy 0812 of the Core Strategy.

The Design and Access Statement of my application is framed on this Policy and other recent Government guidelines. l refer you again to this accompanying document. I believe the proposed site well suitsthe criteria outlined in 0812. Firstly and foremost Rutland County Council now own an available and affordablebrown-field site. Under the circumstances it would be expected that the council would be a willing landlord, for reasons given above, as will as no longer wishing to continue to expose Rutland County to the pressures of unlawful use of green field sites in the future. The proposed Ashwell site development would allow Travellers and Gypsies to be situated within a community, and also in a countryside location within a brownfield site, thus following the Government directive of not placing permanent Travellers and Gypsy sites in open countryside.

This proposal respects and does not dominate the next nearest settled community, Ashwell Village, some considerable distance away, totally out of sighted distance. The proposal also allows for integration and not isolation in the location provided. The proposed site will allow close proximity and accessibility to the facilities that areusually needed when Travellers and Gypsies seek a fixed location, usually during the winter period, i.e. schools, medical facilities and animal care. These needs are cited under Policy Matters in the Design and Access Statement in the papers presented with the application. Appropriate water and drainage facilities are already within the larger Ashwell site, and can be perceived as being able to be resourced appropriately within theproposal site, for as many pitches as the site may hold on a pod basis. i believe that this site by its very situation may be well planned, positioned, andresourced within an affordable budget. The only major outlay might come from soft landscaping and screening for privacy in such a way as to positively enhance the landscape, and also provide possible open safe play areas for children. This is a golden opportunity for Rutland County Council with the ownership of the land currently available, to respond to and support Travellers and Gypsies needs securely within the Rutland and Government Frameworks and within the Rutland wider Community

Yours sincerely Richard Clifton

Alan Duncan MP, Letter, New Job, Internet Rule at Work and Home.

After finishing my first week in my new job, I was
suprised and pleased to receive the above letter from my MP. (Tory!)
Alan Duncan.

Internet rules relating to my employment forbid me from mentioning my
employer on-line on social networking sites.

I am not sure a blog is classified as social networking site, but I won't argue the
point as I share all blog posts on Facebook and Twitter which do fall
into the social networking group.

A employers name has been redacted from Mr Duncan's letter, because it mistakenly
names of one of my employers competitors! Not sure my employer would be
pleased if I gave them publicity.

A lot of people have asked me off-line who my new employer is, I have only told
trusted people and refused to tell anyone at Oakham Town Council.
I don't want people like Cllr Charles Haworth posting the company name and mine on
any future crude blogs or election posters they may care to produce in the future.

My employer is aware of my blog, I had a meeting with the company directors last
week, They have friends who are councillors so Cllr Haworth and Co yoou don't
need to attempt to ruin my employment prospects. They are also aware you're
Homophobic, Crude and Crass Blog.

Mr Neil Bellamy, KPMG, Rutland County Council, Helen Briggs, Legal Costs, Audit, Letter

Mr Neil Bellamy, KPMG LLP,
1 Waterloo Way,
Leicester,
Leicestershire
LE1 6LP

8th February 2014

Dear Sir,

I am writing to you and request, you reconsider your findings relating to legal expenditure in relation to Mrs Helen Briggs Chief  Executive of Rutland County Council.

 The press report the following:

“A Council’s decision to pay for its Chief Executive to sue a local blogger for libel was “unlawful”, according to a rare intervention from the Welsh Audit Office, published today.

Carmarthenshire Council has paid more than £26,000 in legal costs since 2012 after indemnifying its Chief Executive, Mark James, in a libel battle with the blogger, Jacqui Thompson.

The auditor’s public interest report reveals that the Council was warned by its own legal counsel that “common sense should warn all but the most litigious authorities from funding defamation proceedings”

Conservative Mrs Briggs, her fellow Conservatives and other councillors have I believe illegally squandered thousands of pounds of public on the very poor legal advice for sometime now. Councillors from all parties, yes shockingly all parties* set aside a huge sum for Helen Briggs to take legal action against three councillors. To this day no one is sure how much of that fund remains.

Could it be you take a different view of the law?

I am sure you are aware Rutland County Council employs a former employee of your firm in
a senior position and they are involved in finance and the internal audit.

Is it not possible your firm take the same action as you did very recently when you withdrew from
Poundworld, due to poor governance within that organisation? Because poor standards of governance
is a common fault at Rutland County Council.

I look forward to your reply

Kind regards

Martin Brookes

Backing For three Anti Corruption Councillors, Rutland County Council, Rutland Times, Letter

Backing For three Anti Corruption Councillors, Rutland County Council, Rutland Times, Letter

It good to see a letter from a member of the public questioning the behaviour of Rutland County
Council and the expense the public will be paying for. £8,000 for a report into the activities of
three elected councillors.

Helen Briggs the chief executive claims the report to be produced will be independent, despite
stating the firm of solicitors is well know the council.

It's a disgrace so much tax payers money is to be wasted.

I agree with the letter writer and always said it in the past and now, our local governance does have
a lot to hide otherwise why do they always respond in a bullying fashion. If you have nothing to hide
why behave like thugs?

Rutland County Council, Anti Corruption, £8,000 independent report, Letter, Councillors, Richard Gale, Dave Richardson, Nick Wainwright

Rutland County Council, Anti Corruption, £8,000 independent report,
Letter, Councillors, Richard Gale, Dave Richardson, Nick Wainwright

Why we ask for openness.

The Tories with the support of a few independents have agreed to waste
an astonishing amount of tax payers money, commissioning solicitor who the
Chief Executive admits in her report have worked for the council in the past,
hardly what one would call independent authors?

Once Rutland County Council has spent the tax payers money on this political
tool will the Tories be using it as part of their campaign at the next election.
If so they should pay for it.

Whilst in the library on Saturday I noticed some one had been
reading a Rutland County Council document alongside is a
copy of Brewers Dictionary Phrase and Fable.

Surely a good companion for any Rutland County Council Report?

Letter: Pigeons are a pest

MY husband Martin went down to Rutland County Council to see someone as we have a problem with a certain tree and we have lots of pigeons nesting and as people know you can get a disease from pigeon mess.

My husband wasn’t able to see anyone and someone rang later to say they could not help apart from suggesting putting up a back drop.

We pay our council tax and we get nothing.
