Norman Watson A former Leicestershire police constable has been found to have breached the standards of professional behaviour.

A former police constable has been found to have breached the standards of professional behaviour.

It was alleged that between 6 May 2020 and 9 March 2021, former PC Norman Watson breached the standards of professional behaviour, namely: honesty and integrity; discreditable conduct; authority, respect and courtesy; and, confidentiality.

The breaches were in relation to the former officers’ behaviour in relation to three women he came in contact with through his duty and the inappropriate nature of his relationships with them via telephone and text message, both on and off duty. It was alleged the content of the calls and messages was inappropriately personal and/or failed to maintain a professional boundary.

Mr Watson also accessed confidential force systems and personal information without lawful authority in relation to one of the women.

Following a misconduct hearing yesterday (16 November), the allegations were found proven and it was determined that had former PC Norman Watson still been serving in the force, he would have been dismissed. It was also determined that the former officer should be placed on the barred list.
