Oakham Town Council Internal Audit Report Year Ending 31st March 2016 "One of the most demanding in 15 years"

Oakham Town Council invited the internal auditor to complete the year end audit.
Not all members of the council were told of the visit.

Today I obtained a copy of the report which is a public document, but the assistant Clerk
says she has got into trouble for giving it to me. It is disgusting how the old guard treats its
staff, Allison asked me which is the highest building in Oakham today. She may have been
joking but the pressure of work is showing. I do hope she does not go the way of the Clerk.
Allison did nothing wrong providing me with a copy of the internal audit report.

The Mayor Cllr Adam Lowe has written to me stating it is confidential because the council has
not accepted it and therefore I can not publish it or share it.

He has no authority to say this especially when the external audit was correctly published online
many months before it is was presented to full council to acknowledge.

At Least Cllr Lowe and Michael Haley think they are running this council they have no
authority to do so. At that is why the council is not working stated by the monitoring officer.

The auditor thanks two Cllrs one of them is Michael Haley for spending the whole day with
him when he carried out his job. A quick read of internal audit requirements state this should not
have happened the council should have a rolling program for the internal auditor, who should
be able to come in and complete the tasks set by council on his own.

Cllrs should know when he is visiting and he should have unhindered access to all members
if required. This is not permitted at Oakham Town Council.

I am not surprised the internal auditors comments read that this is the most demanding council
job he has done in the last 15 years. I think it is also one of the smallest councils he has worked
for.
