The conduct of Councillor Joyce Lucas's conduct at last nights meeting was disgusting. Most disgusting was her horrid and disgusting public behaviour directed at Cllr Anne Skipworth.

At the same meeting the committee breach the audit act and its only financial regulations.

There is a simple process which Oakham Town Council seem to not be able to follow.

If it spends £5,000 or the council must approve the expenditure and it should be minuted and then
it must approve the payment before it is made.

The Chairman of the council Cllr Adam Lowe is aware that the failure to follow this simply procedure was one of the reasons for the departure of the former clerk.

Cllr Paul Buxton felt it was just nit picking and the committee that does not have powers
to approve any council matter relating to finance or contract said we are all the council and it did not matter if it was a committee meeting or a full council meeting. for legal purposes there is a big difference.

Cllr Adam Lowe attempted to defer the item to the next full council meeting this fell.

I will never understand why Oakham Town Council appears never to be willing to follow basic procedure legally required of them.


At the time of approving minutes I abstained due to a major failing by the clerk, this was her failure to include a minute of an important amendment to the terms of reference for the new committee.
When I raised this point she responded by saying what amendment? an interesting response when you consider she was at the meeting taking the minutes and there was a very clear vote carried out by members of the committee.
