Nearly a fifth of Rutland's primary schools are failing to meet the government's targets for reading, writing and arithmetic.
The aim's for at least sixty five per cent of students in each school to get a level four in the tests they take at the end of primary school.
But eighteen per cent of Rutland's schools are missing the target. the second highest figure in the country.
