Cllr Lowe did not attend many of the Joint working groups because he said he did not like
what he heard regarding the plans to spend Oakham Town Councils money by the Oakham Town Partnership.

What I find unbelievable is how this working group set up in 2014 carried on so long with out the
knowledge of the former clerk or the Town Council even though Rutland County Council and
the Town Partnership both describe it as a joint partnership.

Membership of any working group has to be agreed by the Town Council formally at a meeting

I believe there was a huge conflict of interest in this case and that was Oakham Town Councils
Mayor Alf Dewis was claiming to represent the Town Council whilst he was the chairman of the
Town Partnership and a director of it. The same director who signed a document lodged at
Companies House applying for exemption from Audit, why would any organisation which
benefits from public money make such an application.

The Town Partnerships Constitution appears to have also been overlooked because he
was chairman for 3 years + when the constitution stated the term of chairman should be one
year only.


The main issue for me here is why considering what our chairman now says about this
incident why did he not let the council or the Clerk know what was going on during the
entire 2 years +
Emails from RCC Staff state very clearly he had been copied into all correspondence.

The Town Partnership was at this stage attempting to employ a Town Centre Manager
which they expected Oakham Town Council to pay for.

Oakham Town Council were never formally made aware of this.

Cllr Adam Lowe our current chairman for some unknown reason did not notify the
Clerk or the members of the town council formally.

The same applied to previous chairman's Alf Dewis and Jayne Woodcock.

Our current representative on the Town Partnership who managed to persuade
the partnership to change it constitution so he was the only Councillor representing
the town council on the partnership. As the Town Councils rep Cllr Stan Stubbs
rarely does as he is meant to do and that is observe and bring back reports to Council.
One set of Oakham Town Partnership minutes show Cllr Stan Stubbs was present
when the partnership agreed to invoice Oakham Town Council £1000 a month for
A Town Centre Manager to be invoiced quarterly. I wonder why Cllr Stan Stubbs
felt he did not need to bring this matter to the councils attention?

More concerning is the first invoice received from the Town Partnership last month
was for £32,000

The email below makes a lot of sense sent to the Chairman of the Oakham Town
Partnership and Cllr Vince Howard.

It points out that the interviews should be halted and that a resolution and
agreement is needed.

Oakham Town Council has never made any formal resolution or agreements
with Oakham Town Partnership.

Oakham Town Partnership seems to have a very poor understanding of the
meaning of Partnership.

I cant speak for the council but I am pretty sure there would have been little
support for this.

The minutes of the Town Management Meeting clearly minute Uppingham's
objection to any of there money being used to employ a Town Centre Manager
again. Because previously it had not worked.

The same applies in my opinion here in Oakham.

However nice the Town Centre Manager is here in Oakham many don't know
who she is and in my opinion she does not do what is required and was minuted.
In my opinion it would have been cheaper for the town partnership to
just employ her good services as they did in the past when they wanted her
to organise a couple of events a year,


The very sensible advice shown below appears to have been ignored by the
Town Partnership

The constant stream of emails sent by Cllr Adam Lowe is very interesting.

I do not understand his purpose of constantly repeating the same question over and over.

What was expecting? Was he expecting the council employee to crumble and send
a email stating the money was meant for Oakham Town Partnership?

Cllr Adam Lowe did not share any of the replies or the contents with the full council
even when the council employee asked him to share with all members?

4/2/17 – Theft from unattended motor vehicle – Main road, Glaston

4/2/17 – Damage – Grantham lane, Empingham

8/2/17 – Dog on dog attack – Knossington road, Braunston

5 – 10/2/17 – Burglary dwelling – Wing road, Manton

14/2/17 – Assault/ Damage – Church lane, Bisbrooke

Current Neighbourhood Priority is –

1 - Targeting hare coursing along the A47 corridor from Uppingham to Tixover & parts of the north beat area from Langham towards the A1. Last month, members of the public reported to police numerous reports of hare coursing. Several people and vehicles have been identified as taking part in this illegal activity.

I would encourage you all to be vigilant and report any persons you suspect as acting suspicious. Take note of any vehicle and registration number they are in and ring the police on 101.
By all means, let me know and your Neighbourhood watch coordinators, but ring 101 in the first instance, so the information can be reported and acted upon straightaway.

a burglary was carried out at an unoccupied dwelling in Pickworth Road, Great Casterton.

Between 28/02/2017 14:50 & 28/02/2017 15:00 a burglary was carried out at an unoccupied dwelling in Pickworth Road, Great Casterton. Unknown persons tried to force entry to the rear of the property using a sledge hammer to the rear door. They were unsuccessful so forced entry to a rear window smashing it. Entry was gained and a search for items took place. At this time it’s not known if anything has been taken. The suspects then made good their escape in a dark grey/silver BMW. There are no identifiable suspects or CCTV and enquiries are currently ongoing.

On 28/02/2017 at 11:41 a burglary was carried out at a dwelling in Racecourse Road, Barleythorpe. Unknown person with balaclava entered the property by smashing the rear ground floor kitchen door window. This act disturbs occupant who in turn disturbed the suspect. The suspect then made good his escape in a dark grey BMW M235I Coupe. No property was taken but suspected high value car on driveway was the target. There are currently no identifiable suspects, witnesses or CCTV and enquiries are currently ongoing.

Between 25/02/2017 12:00 & 27/02/2017 15:00 a burglary was carried out at a dwelling in Braunston Road, Oakham. Unknown person/s entered the property by forcing the rear kitchen window or door, untidy search of kitchen and all upstairs rooms was carried out, exit was through rear door by unlocking from the inside The owner was not in situ at the time and property was stolen. There are currently no identifiable suspects, witnesses or CCTV and enquiries are currently ongoing.
