A member of the public complained to Leicestershire Constabulary Professional Standards

A complaint was made against Inspector Monks formally based at Oakham police station. The person complained he took no action and refused to give an incident a crime number.

The complainant has now received a response from Professional Standards although as expected no action is to be taken. 

Although I see from the document shown to me, Police Standards found that Inspector Monks needed a ‘point of learning’ attached to his personnel file in relation to his inaction in this incident. 
It surprises me a police officer of his experience and rank needs to be taught, when a member of the public wishes to report a crime a police officer should deal with it. Is that not the purpose of the police.
