Out in the snow on patrol in Oakham Leicestershire Constabulary Saturday Evening

Leicestershire Police Officer Out about in the snow

Earlier this week the public raised concerns about anti social behaviour in and around Oakham at weekends.
Some have said the police are not visible. Whilst out and about this evening I spotted at least two vehicle patrol and this officer who had clearly drawn the short straw.

Inspector Monks, Leicestershire Constabulary, Loughborough, Professional Standards

Johnny Monks patrolling the streets of Loughborough

A member of the public complained to Leicestershire Constabulary Professional Standards

A complaint was made against Inspector Monks formally based at Oakham police station. The person complained he took no action and refused to give an incident a crime number.

The complainant has now received a response from Professional Standards although as expected no action is to be taken.

Although I see from the document shown to me, Police Standards found that Inspector Monks needed a ‘point of learning’ attached to his personnel file in relation to his inaction in this incident.
It surprises me a police officer of his experience and rank needs to be taught, when a member of the public wishes to report a crime a police officer should deal with it. Is that not the purpose of the police.

Leicestershire Police employ a member of staff to encourage officers to use social networking such as Twitter.

It appears they also have a member of staff who discourages officers from using Twitter, especially if they are going to down a few glasses of Northfields Farm wine and then Tweet a few critical tweets about the police.

I am told by another officer they can not criticise or support public criticism of Leicestershire police.

Of course the public cant do that either or they say your mad or annoying...

Cllr Charles Haworth, Deputy Oakham Mayor, Tesco, Incident, Leicestershire Police can you help?

I am grateful to Leicstershire Constabulary for finally taking seriously the harassment I am subjected to by some Oakham Town Councillors and ex Councillors and their chums its taken over two years.

As you can see PC Lloyd points out in the press release Tesco was busy and hopefully one of those customers will come forward.

Our Deputy Mayor Charles Haworth and ex Cllr Beech and Tesco employee have already been found to be lying after Tesco's CCTV was checked.

I suggest we don't need a liar as our Deputy Mayor.

It also surprises me how ex councillors become visually and hearing impaired when they become ex Councillors.

A few weeks ago the bullies would have been able to rely on Inspector Monks blocking  any investigation.

I am hoping this will be the start of being treated normally by the police and the cowardly bullies will moved onto to something else with their time.

Cllr Adam Lowe, The Laughing Policeman Investigates, Leicester Police Style

Cllr Adam Lowe, The Laughing Policeman Investigates, Leicester Police Style

My Goodness! how does one get to be treated fairly
by Oakham Town Council?

A couple of weeks ago I made a complaint about Oakham Town Councils Clerk Richard White.

Normally the Council would take no action, but this time they decided to do something.

The Clerk had sworn at me during a conversation, this is the same man who colluded with Cllr Alf Dewis and they dreamt up a way to attempt to get rid of me from the Council, they both decided incorrectly I was a bully...

I asked the full council not to include Councillor Adam Lowe in the line up to investigate my complaint.

I did not want a Councillor dealing with my complaint who calls me a prat in communications. The Full Council ignored my request.

I received an email from Adam Lowe, I responded saying I would not want to speak to him and all I required was an apology from the Clerk Richard White.

I received the following email I was shocked but not surprised to see my complaint had been pre-judged before any investigation. His email contains the following statement:

"Currently the Clerk has no need to apologise as he has not done anything wrong".

And I think the following paragraph

is typical of this Council. Its a disgrace!

It is in your interest to assist the panel as you have made allegations against the Clerk, which if you are unable or unprepared to substantiate could reflect on your conduct.

How can a person who calls me a prat be heading an investigation into my complaint. Especially when his subsequent apology lacked any meaning, because he only said sorry for not keeping his thoughts to himself

The Panel is tasked with obtaining information from all relevant parties on the alleged offence.

If you refuse, the Panel will only be able to consider evidence put before it from those who are prepared to give information to the Panel, therefore we will be unable to consider any evidence that you consider pertinent and our findings will be presented to the Council only on the information received,

It is in your interest to assist the panel as you have made allegations against the Clerk, which if you are unable or unprepared to substantiate could reflect on your conduct.

Currently the Clerk has no need to apologise as he has not done anything wrong.

Please reconsider, suggest a date so we can all meet to discuss.

Regards.

Adam

The Dangers of Photographing Oakham by Inspector Johnny Monks Leicestershire Constabulary

A long, long time ago I made a complaint about Leicestershire Constabulary and its Inspector John Monks so loved by Rutland County Council, Oakham Town Councillors and ex Councillors.

Case ref: CO 454/10 & 26/11

Since 2009 Inspector Monks has listened to a number of complaining bullies. In 2010 I complained about lack of action his officers took against Mr Tyers, when he assaulted and verbally abused me, I standing in the middle of a closed road to photograph the events of the towns remembrance service. Mr Tyers who is married to the drunk knickers dropping ex Councillor Sue Tyers approached me. I complained to Inspector Monks officers and they took Mr Tyers business card and let him carry on his way!

After this Inspector Monks felt I had become a vulnerable person and he says in his statement made to Detective Inspector Barber and Detective Sergeant Eyley, He had cause to request I attend Oakham Police Station in order for him to discuss concerns he had.  In his view I am presenting myself as a vulnerable person. 'Because I Blog on a website' he also said 'This is also compounded at times by the way he conducted himself around Oakham town, such as photographing people going about their daily business' 'Mr Brookes himself could become subject of harassment, or even assault by other members of the public'

So if this is the case why is not the polices job to protect me the law abiding member of the public.

It is not illegal to blog about Councillors or to take photographs in public and it is most certainly not a medical condition.

Inspector Monks either only listens to the Councillors complaints and  lies or he is a liar?

In his statement he says I photographed a Councillor leaving a supermarket with a trolley containing wine. I then published that photograph on my blog saying they have a drink problem. People who often read my blog will know that  is clearly a lie. I photographed a trolley in Tesco full of booze and said it was the second trolley of a councillor who clearly who does have a drink problem and I did not name them. The same councillor also complained to Tesco because I had used my camera instore. Of course since the Guardian saga, Tesco has told BBC Watchdog they have no problem with anyone taking photographs in any of their stores.

My complaint took months to investigate and minutes for Detective Chief Inspector Geoff Brookes to read and say Inspector Monks has no case to answer.

I have subsequently lodged my appeal with the IPCC. Leicestershire Police investigating themselves is a joke.

Councillors and Ex spend most of their time attempting to block my access to events to restrict my blogging and photography, but when their groups mess up they come begging.

I was approached today from a Rutland Group, not the first requesting my photographs for their websites as their own photographs are not good enough. I always and will reply politely, saying in other words that mean get lost.

I hope one day those responsible for exclusion and bullying will realise their actions also effect others....

I will continue to photograph any public local event I can and if there is a misbehaving Councillors or ex, I hope the local police will now deal with them and not ask the new Inspector to call my doctor.

Here is the last big joke from Leicestershire Detective Chief Inspector he signs his letter, which ends

Oakham School, Express an Interest in acquiring Oakham Police Station.

The building is about 20 years old and like the cells most of the buildings offices remain unused.

If Oakham School do acquire the Police Station it is not expected to effect operations and it likely the front desk will remain and be opened its normal limited hours.

This reminds me of the disgusting way in which Rutland County Council
treats homeless people, only this week I find a Oakham born man around 50
years of age is sleeping on the street of Oakham. Rutland County Council
direct him to Leicester, Spire Homes suggest a £50 a night B&B in Leicester.
He has no money and says I have lived in Oakham all my life why
would I want to live in Leicester?

Is it not time Rutland County Council stopped dumping its homeless on Liecesters
doorstep. Earlier this year I blogged about the families dumped in Leicester and mentioned
the 40 bed hotel Rutland County Council purchased in Barleythorpe. I suggested this
was opened for the homeless as it has remained unused since it purchase last Christmas.
My data protection request of Rutland County Council included a curt e-mail
distributed by the Deputy Leader (Conservative) Terry king
"Brookes is starting a campaign to open the hotel for the homeless.
What a good thought Mr King or do you not care about all the
Rutland homeless you are forcing out of their county.

I have written this week to my county councillors, both Conservative, requesting
the Councils policy to help the homeless because it appears more and more
they don't have one and pass the problem onto Leicester.
