None were declared


3. MINUTES
Cllr Haworth said he was unhappy with the way the public deputations relating to the Tennis Club had been  recorded, no one understood what he was on about and quickly confirmed the minutes of the meeting of the Planning and Parks Committee held on Wednesday November 23rd 2011

4. COUNCILLOR’S QUESTIONS
None

5. MEMBER’S REPORTS
The tree warden Joyce Lucas had forgotten to notify the chairman or clerk of intention to report. They did not worry about standing orders and let her report.

She told members a tree outside the library is diseased and will be chopped down and replaced.


6. CLERK’S REPORT – No Report,

This surprised me because I was expecting a report that included an update about the skate park. A lot of money has been paid and the work was not completed before Christmas and remain uncompleted

DEPUTATIONS BY THE PUBLIC
I spoke about the Cottesmore hunt and concerns I and others had. I hoped the hunt might like to meet in the market place as they do in Uppingham.


SUSPENSION OF STANDING ORDERS 1(z) (ii) and 1(z) (iv)
To resolve to suspend Standing Orders 1 (z) (ii) and 1(z) (iv) in order that the meeting can be
concluded by 7.30pm 


No one could work out why this was placed on the agenda so it was ignored


9. PLANNING APPLICATIONS
To consider the following applications received to date and to make recommendations
or observations thereon to Rutland County Council:


(i) APP/2011/0891/NT Mrs Catherine Pinder
Replacement of two single garage doors with one double
10 Barmstedt Drive


Members had no problem with this application


(ii) APP/2011/0868/PG Mr Robert Simms
Construction of single storey extension to rear (north east) of dwellinghouse
40 Trent Road
Members felt the could not decide yes or no on this application so they decided only to
comment about the size, feeling it was to big.

(iii) APP/2011/0860/PG Mr Jody Marsh (Spire Homes)
Retrospective application for alterations and improvement works at rear of premises to
provide access ramp to hard-surfaced garden area and level access into existing flats
18, 18a, 20, 20a, 22 and 22a Dean’s Street




Both The Mayor and Deputy, Cllr Joyce Lucas and Cllr Charles Haworth
expressed there dislike of retrospective planning applications.

Cllr Haworth said he had archaeological concerns as in his view this was the core of
the historic town. All the application had done was rip up a concrete path and lay a block
paving path with a ramp. They had not dug a deep trench and its more likely they would
have dug deeper if they were planting a tree.

I am no expert but surely the castle would be the historic core of the town?
In the end member had no problem with the application.


USE OF CUTTS CLOSE BY THE COTTESMORE HUNT
To discuss the event held on December 26th 2011 and to make any appropriate decisions


The Mayor complained about 5 to 8 piles of horse poo. The hunt had not cleaned up after five days.
She raised concerns about the hounds entering the castle grounds and possible disturbing the badger sets.
And a list of other concerns.

She requested permission to send the hunt a letter so they won't be surprised if the council turns down
any future request from the hunt to use Cutts Close.

Members decided the letter must be worded nicely.

Cllr Charles Haworth voted against and in his normal accountable way asked for his vote not to be minuted.
I will never understand why anyone takes on a public role as a councillor and becomes deputy mayor
and does not want people to know what he does or even allow a photograph of himself to be displayed
on the council web site. If he is elected as Mayor in a few months time that should prove a interesting period
for Oakham Town Council. "Yes we have a Mayor, we can't tell you anything he decides and you most
certainly can't see a photograph of him"
