Ex-Leicestershire Police Officer Faces Gross Misconduct Hearing for Holiday Foul Play

Leicestershire Police has announced an accelerated gross misconduct hearing for former PC Raja Khan. The hearing, scheduled for Wednesday, September 18th, 2024, at 10:00 AM, will address allegations of misconduct during Khan's time as a serving officer.

The Allegations:

Feigning Illness: It is reported that in October 2023, while on sick leave, Khan was actually vacationing in Turkey.

Unauthorized Access: Khan allegedly provided access to his police laptop to a non-officer acquaintance.

Proxy Reporting: This acquaintance was reportedly instructed to send an email or complete a sick leave form on Khan's behalf.

These actions are considered to be a breach of several professional standards, including:

Discreditable Conduct: Khan's alleged behaviour is seen as damaging the public's trust in the police.

Confidentiality: Unauthorised access to police laptops raises serious concerns about information security.

Honesty and Integrity: Fabricating illness and manipulating records undermines these core values.

Orders and Instructions: Disobeying police regulations regarding sick leave constitutes a breach of discipline.

The Outcome:

The hearing will determine the severity of Khan's misconduct and any potential consequences within the Leicestershire Police framework. It's important to note that Khan has already resigned from the force.

Public Access:

The hearing will be held virtually on Microsoft Teams. Members of the public can apply to observe the proceedings by following this link:

https://www.leics.police.uk/advice/advice-and-information/mis/sf/apply-to-attend-a-hearing/

Former Leicestershire Police Officer Faces Misconduct Hearing for Stalking Colleague

Leicestershire Police is set to hold an accelerated misconduct hearing for former PC John Stuart Clough on Friday, September 13th, 2024, at 10:00 AM.

The Charges:

Stalking: Clough is accused of engaging in a course of conduct amounting to stalking of his colleague between November 24th, 2022, and September 24th, 2023.

Computer Misuse: He is also charged with accessing police systems without authorisation between November 24th, 2022, and July 9th, 2023, to track the victim's location.

These actions are alleged to constitute a breach of the expected standards of professional behaviour, specifically "discreditable conduct."

Hearing Details:

The hearing will be held virtually through Microsoft Teams. Members of the public can apply to observe the proceedings by following the link:

Background:

This hearing serves to determine the potential consequences of Clough's actions within the Leicestershire Police framework.

Oakham in Bloom Celebrates Progress and Welcomes New Leadership

Oakham in Bloom, the charity dedicated to beautifying Oakham, held its Annual General Meeting (AGM) last night. The event saw a changing of the guard, with Chris Cairns stepping down after two years of dedicated service as Chair. Taking the reins is Sheila Cunningham, who was appointed as his successor.

The evening also featured a  speech by Patron, Richard Adams. Reflecting on Oakham in Bloom's early days, he celebrated the organisation's remarkable journey and the unwavering dedication that brought it to this point. His words served as a powerful reminder of the progress achieved through passion and hard work.

Recognition was also given to the year's outstanding contributors. John Hemming, one of the two recipients of the 2024 Chair's Award, was present to receive his honour for his tremendous contributions. Liz Sanders' valuable efforts were also acknowledged by the Chair.

Following the official proceedings, attendees enjoyed a captivating presentation by Nick Hamilton of Barnsdale.  His expertise shone through as he shared insights on various topics, including low-maintenance plants and the effects of mild winters. The session concluded with Nick answering questions and offering invaluable advice to the audience.

Maintaining Oakham's vibrant displays requires a significant effort, and that's where the community's support becomes invaluable. Every helping hand, no matter how small, makes a big difference in easing the workload. Oakham in Bloom welcomes anyone interested in volunteering, whether for small tasks that fit into busy schedules or active participation in gardening work parties. To learn how you can contribute, visit their website: https://www.oakhaminbloom.org/get-involved

Don't forget, supporting the cause through fundraising is equally impactful!  The Oakham in Bloom lottery offers a fantastic opportunity to contribute.  For just £12 a year, you get three chances to win every month, with the odds increasing to nine in January! Details and enrolment can be found on their website: https://www.oakhaminbloom.org/lottery

The Oakham in Bloom lottery plays a vital role. Funds raised play a crucial role in purchasing plants, maintaining flowerbeds, and ultimately fulfilling their mission of bringing splashes of colour to everyone's lives.

Finally, for those seeking a more tailored contribution, the committee offers various positions where your skills and passion can truly blossom (pun intended!).  No matter how you choose to contribute, your help is deeply appreciated and creates a lasting impact on the Oakham community. Rutland and Stamford Sound Secures Ofcom Grant

Rutland and Stamford Sound Secures Ofcom Grant

Local community radio station, Rutland and Stamford Sound, has celebrated a significant achievement after being awarded a grant from Ofcom's Community Radio Fund.

The station faced fierce competition from across the UK, with only eleven grants being awarded from a total of eighty-one applications. The funding will be used to appoint a new part-time Business Development Officer, who will work alongside Station Manager, Rob Persani, to enhance the station's long-term financial and operational sustainability.

"We are thrilled to have secured this grant from Ofcom," said Rob Persani. "It is a testament to the hard work and dedication of our volunteers over the past three years. The new Business Development Officer will play a crucial role in building stronger partnerships with local businesses and community organizations."

Rutland and Stamford Sound has been broadcasting since March 2021 and has seen significant growth in its audience. The station's DAB+ service, launched earlier this year, has provided listeners with an additional way to tune in.

For more information on the new Business Development Officer position or to express interest in volunteering, please visit Rutland and Stamford Sound's website.

Rutland County Council's decision to scrap its draft local plan and start anew has proven to be a costly endeavor.

Rutland County Council, Local Plan: A Costly Restart

Rutland County Council's special meeting held at the Rutland Showground,
September 2021. The scrapped Rutland Local Plan cost £1.193 million to produce.

Rutland County Council's decision to scrap its draft local plan and start anew has proven to be a costly endeavor.

The council's 2021 vote to withdraw the planning guidance document, which was nearing completion, was driven by a controversial rejection of government funding for infrastructure improvements. This made the original plan unfeasible.

A new plan was initiated, with an allocated budget of £1.54 million. However, as of September 2024, the costs have reached £2.251 million, exceeding the initial estimate by £706,000.

The report detailing these expenses highlights that the overspending is largely due to the challenges of operating without a local plan, rather than the costs of developing a new one.

Additional potential costs include:

  • Examination costs: £115,000 estimated
  • Legal costs: £200,000 estimated

The decision to abandon the original plan was a contentious one within the council. The significant financial burden of the new plan adds to the pressures faced by local government budgets, especially in the current economic climate.
