Cllr John Nowell has been absent from many council meetings this year.

Cllr John Nowell mixing politics and harassment with fundraising turned the Rutland branch
of the DLRAA into a pretty Black mess.

I understand Cllr John Nowell no longer collects the air ambulance charity boxes from
Rutland Shops due to some complaints regarding his handling procedures.

Cllr John Nowell brought about change for good at Oakham Town Council after one of his charitable
organisations submitted a fraudulent application for a community grant from the town council. 

The council subsequently amended its standing orders banning councillors, their family and friends from applying for community grants. 

Leicestershire Police claimed to investigate Cllr John Nowell and he was not prosecuted because he told them it was all a misunderstanding and it was his wife who had completed and submitted the application, I admire his quixotic action.

I wonder if any of the investigating officers are members of the 
his lodge? (Cllr John Nowell declares he is a Master Mason but does not declare at which Lodge)

I am wondering if Cllr Nowells new business activities are preventing him from fully serving his
local community.

His standard of living has visibly improved this year, a home amongst Oakham's slightly richer community members and some have even noticed Cllr Nowell stepping out of his new luxury black Mercedes a must have for any charity fund raising director, he is even sporting a new red coat the colour of the charity, we will miss seeing him in the yellow!

He also includes inaccurate information about his past directorship Zodiac Publishing.
A company set up with tax payers hand outs, at the time Mr Nowell was photographed
proudly holding a large cheque that funded the start up Mr Nowell also explained how
he would employ local people.
The truth is he never did and employment was limited to his immediate family.

Mr Nowell states on his public Linkedin profile that his company was formed in 1994
Chairman (he describes himself as chairman in his declaration of interests he is Managing Director)

January 1994 – January 2014 (20 years 1 month)

Companies House records state the company was incorporated much later, 2005
Since its incorporation Zodiac publishing has never submitted its accounts on time.
All annual accounts have been submitted 11 - 13 months late. His recent  resignation as 
Oakham Town Partnership treasurer does not surprise me, because accounting for the
pennies does not seem to be a priority for Cllr Nowell.

Still almost  one year on under police investigation.

It was interesting to  watch Inside out and  see what people are locally
complaining about. They say we give our money to run the Air Ambulance.

The Boss of the charity is paid over £100,000 a year. He also uses
a company that employs his wife.

Staff are paid thousands in bonuses.

New shops are being opened costing thousands to fit out and managers
are paid high wages. In Oakham the Charity took over one of Oakham's
most expensive retail properties.

Nottingham and Lincolnshire are complaining about the charity intruding
into their area.

I was told the is going to open a store in London this year. So I imagine
this will result in complaints from fundraisers in London.

My view is this charity is no different from any other big charity who pay
to much for there staff and entertainment fund raising,

It is no surprise smaller charities spring up who actually pass on all the
money raised for their cause.

Cllr John Nowell, Oakham Town Councillor, Derbyshire Leicestershire Rutland Air Ambulance, Charity organiser, interviewed under caution by Leicestershire Police Economic Crime Unit.

On Monday Oakham Town Councillor John Nowell and Mrs Nowell were both interviewed
under police caution by a Leicestershire Constabulary Detective.

Both were released pending further investigations.

This morning Oakham Town Council appeared to be unaware of this development.

I also sent a message to the Deputy Mayor Cllr Adam  Lowe, who stated he was unaware of the case.
he said he could not call me, because he was in a meeting with a solicitor and his phone was on silent,

Here 's hoping Cllr Lowe has not been naughty again.

Leicestershire Constabulary have requested, I refrain from publishing details about the case. They
feel this may effect any charges that may be brought when put before the CPS. 

I imagine this will mean that the Rutland Times and Mercury will be happy not to mention the case
in anyway, due to their cosy relationship with the town council.

Unless Cllr Haworth's comment "we have lost control of the paper" rings true?

Leicestershire Constabulary re: Cllr John Nowell, Oakham Town Council, Economic Crime Unit reopen file 

A few months ago I made a complaint to  Leicester Constabulary about  a grant application completed
by Cllr Nowell and his wife on behalf of his one of his companies.

He failed to declare he is a director of that company along with his wife and  a Miss Burton

I found discrepancies with the attached quotes.

And a  obvious error within the companies accounts provided.

I reported this matter to the local police who were reluctant to deal with it despite the sum of money
requested.

The application mentioned they were also attempting to obtain match funding from Melton Borough Council.

I don't know if that application was successful.

After some considerable pestering at the local police station a statement was taken and I was told the
matter would be passed to the economic crime unit to investigate.

Very promptly I received a letter from Inspector Mystry the Rutland LPU Commander saying the case
was closed and no action would be taken against Cllr Nowell or his wife because he incorrectly felt the Councils staff disciplinary procedure would deal with the Councillor.

Then of course Cllr Nowell gave my personal details to one of his charity workers who went on to lie in a police statement they made against me with 8 others.

I replied a couple of times to the Inspectors letter each time I was ignored, so I wrote Police Professional Standards finishing my letter rather cheekily by asking if I could know which Lodge Inspector Mystry belonged to and was it any of the two Cllr John Nowell is a member of?

I waited and today I received a phone call from a detective from the economic crime unit, I mentioned
the Inspectors letter he said that had been bypassed and he was now reviewing the case and would keep me informed.

I have also mention that Mr Nowell once appeared in the local press receiving a huge cheque as a grant to set up a company which appears to only employ his family and at the last look at companies house accounts they were was showing a large debt.

Most interestingly about that matter, is you can no longer find that story on the Rutland Times website.

Now it is known the file has been re-opened , I have packed my tooth brush awaiting  another 8 supporters of Cllr Nowell to make false complaints about me to Inspector Mystery

Cllr John Nowell, Co-opted onto Oakham Town Council

Cllr John Nowell, Co-opted was onto Oakham Town Council,

It was one very long council meeting tonight, I arrived at Oakham Town Council at around 6.30pm and departed at 9.30pm. I have never seen a Oakham Town Council meeting extended before.

I had a feeling at the end of the meeting someone gained some slight pleasure, be they forgot to tell me a standards inspector was present.

Of course there were the normal signs, Cllr Dewis was charming and agendas had been placed on chair for the non existent public, also the Chairman Cllr Lucas was grovelling can I say that? who cares.

The meeting dragged as the town council fails to carry out any ground work we spent a large portion of the meeting discussing the number of members to send to outside bodies and decide who would be the representative. More than once the Clerk appeared to be tearing his hair out in frustration and the way the meeting was progress or not. I shared his frustration.

I attempted to gain support from the Council to save the Green Field along Barleythorpe Road, Cllr Dewis said it would be difficult or the council to do anything so it looks like Oakham Town Council can't help. If any residents want the support of a town councillor I am willing to try and help.

We discussed co-option and amended a standing order, I am not sure why? Something Cllr Dewis wanted.

We looked at a tourist leaflet and agreed to publish it.

We managed to reach the planning items and passed everything and went home.
