Rutland County Council Councillors Expenses and Allowances

I was asked to find out about Councillors expenses and attendance,
I sent a FOI request to Rutland County Council.

As per the norm Rutland County Council fail to understand my request.
They sent me a damaged file.A link to allowances that is fine, from this you can see the non political nature of the council (oMr Beggy often refers to), most if not all the responsibilty and extra tax free cash payments are being paid to non political Conservative members.

Rutland County Council failed to provide details of expenses claimed?
is it because it will show only the Conservatives claim for all they can?
