Just clocked, (saw), a small crappy beat up black Astra, I think, doing no less than 60 mph up Welland Way on its way to Trent Road. It came back and turned into Chater and down to the junction of Glenn Drive and Welland. It turned right toward the crossing and must have been doing more than 50 mph by the time it turned onto Derwent. Now isn't it strange that the only lights that weren't working, or had the bulbs removed, were its registration plate lights? It wouldn't be so bad if the driver had any skill at all as he had to slow for the bends and didn't use his hand brake to get around the corner. Not a very competent driver really. Nevertheless he is now marked, as one night I'll catch him. As for phoning the police - forget it and I think you know why. 'Beat Bobbies'? Never see one unless they are receiving awards.





Personally I often see police whilst out walking and when I was assaulted and my
property was damage at a council meeting by the current Oakham Mayor 
I found the police attended promptly and have been very helpful since the unpleasant
incident.

Communication Received From A Person Who Works With Cllr Adam Lowe Former Oakham Mayor

I received the following email from a person who works with Oakham Town Councillor
Adam Lowe at Travis Perkins.

Cllr Lowe has been informed,  he has confirmed he knows the sender. He claims
the content is slander and said he will be reporting the content to his corrupt friends
at Leicestershire Police.

I am not legally qualified, but I am sure Slander if it is, is not a police concern.

I have never trusted Mr Lowe but generally attempted to get on with him, even
when he used Travis Perkins computers to harass me, which resulted in him having to
resign from Leicestershire Police as a special constable.

This current development does not surprise me, it saddens and disappoints me.

Cllr Adam Lowe is a Rutland Conservative and features in a photograph
on a recent election leaflet sent out by Sir Alan Duncan.

I wonder why these people spend so much time attacking me rather than concentrating
on serving our community?

watch your back, Adam lowe is a nasty piece of work and I’ve heard him in conversion on the phone with other Oakham councillors whilst at work,

plotting how to bring you down.

I’m sure you would be disgusted to hear that your downfall was discussed in the public domain for all to hear.

He’s very clever and works by the book, so difficult to take on as he makes sure off his backing before he attempt to destroy you.

Your obviously hitting a raw nerve. He’s corrupt and slimy.

Cllr Adam Lowe, Former Oakham Mayor, First Mayor not to spend all the chairman's allowance



Cllr Adam Lowe, Former Oakham Mayor, First Mayor not to spend all the chairman's allowance.
Just over £1,000 has been returned to the Town Councils general fund.

Cllr Lowe said "I have tried to be cautious with public money."

I can't offer him a 100% congratulations because he spent public money on posh
booze at Christmas.

Jim Harrison, Former Oakham Mayor, Cllr Haworth, Roger Begy, Rutland County Council, Planning Corruption, Elaine smith inclusive design

Oakham Town Councillor and Former Mayor Jim Harrison sends Forwards email to a member of the public

The email was sent to Cllr Charles Haworth From Elaine Smith a firm of architects who worked for a resident in Cllr Haworth's ward.

It appears she is thanking Cllr Haworth for information discrediting that resident.

And for some reason she thanks him information about me and another Oakham resident.

Other emails I have received also mention the Tory Leader of Rutland County Council.

It is disgusting that Oakham Town Councillor and Rutland County Councillor can involve
themselves in peoples personal lives such a destructive manner.

Now it is very clear to me why the police will not prosecute Cllr Haworth, Harrison and others and why he
won't resign from Oakham Town Council the emails show he knows too much.

sadly the resident did lose there home and legal battle continue many have been won by the resident since and has resulted in Inclusive Design Going going into liquidation.

Kirkee House, Paul Beech, Former Oakham Mayor, Advertising Standards Authority, misleading advertising

Former Oakham Mayor and Town Councillor Paul Beech fails to comply with informal resolution agreed with the Advertising Standards Authority.

After consideration by the ASA of complaints received, he agreed to amend or withdraw advertising without the need for a formal investigation: the ASA gave one month before publication.

Although Mr & Mrs Beech run a nice B&B it is very hard to understand why they would attempt
to mislead customers by claiming the AA has awarded them four stars.

Dear Mr. Brookes, I find your comments regarding Paul Beech ,inaccurate and your grammer** is very poor. 

I hope you have little to do with allocating funds to schools and education. 

I know Paul Beech very well and he was not in the 'Royal Marines'. Paul Anthony Beech is wearing the medals of my grandfather, not his father (he was a barber by trade). 

My grandfather fought and survived three campaignes*of the great war. Pip, Squeek and Wilfred are the names given to the three medals on Mr. Beech's right lapell*** Mr. Paul Anthony Beech disgraces the memory of my grandfather by usurping a tradition in order to make a point. What a nob, or knob, however you to spell it. He may look heavy but he ain't my brother except through birth. My mother would be HORRIFIED.

Mr Beech has often said he was a marine so who am I to doubt his
own brother when he says this is not the truth.

Mr Beech once told me he was trained in the Marines to kill with  his bare hands and he could do it again.

The former Mayor of Oakham and bully was fined £80 for his conduct on remembrance day last year.

Former Oakham Mayor Mr Beech, Receives £80 Fine Section 5 of the Public Order Act 1986.

Former Oakham Mayor and Ex Town Councillor, ABF Soldiers Charity Organiser and
Ex Tesco Employee Mr Beech, has been issued with a £80 Fine,  for a offence covered by Section 5 of the Public Order Act 1986. His conduct on Remembrance Day, fell below what anyone would expect from
a ex service man.



Thank's to Oakham police for taking my complaint and another's seriously.

A lot of time has been taken up in resolving this matter,  Police time and witness's time.
Lets hope this brings a long period of unpleasantness to an end, this should have ended the
day he dumped a bag of ties on the council table back in 2010. Coping with those connected
to local governance is worse than being trapped in the school playground full of bullies at times,
now lets hope this man has learnt his lesson...

Penalty Notices for Disorder (PNDs) were provided for in s1-11 of the Criminal Justice and
Police Act 2001. They were introduced by the Government to provide the police with a quick
and effective means of dealing with low level, nuisance behaviour – often alcohol-related – that
typically occurs in city centres at night and weekends.

The offences included in the scheme are summary offences where the most likely court outcome
would be a fine.
The scheme enables the police to issue penalty notices on the spot or in a police station.
Use of PNDs removes these minor cases from the courts, significantly reducing the paperwork
a police officer needs to complete and provides an efficient means for the police to tackle minor
offences which may not previously have warranted the resources required for prosecution.

Under the scheme the police may issue a person who has committed a specified penalty offence
with a fixed penalty notice. The recipient then has 21 days in which to pay the penalty or
request a court hearing.

If the penalty is paid all liability for the offence is discharged and there is no criminal record.
If a court hearing is requested the process defaults to a standard prosecution.
If no action is taken within the 21 day period then a fine of one and a half times
the penalty is automatically registered (without the need for a court case) against the penalty
notice recipient. The fine will be enforced in the same way as any other fine by the courts.

PNDs were piloted1 and rolled out nationally during late 2003 and 2004, as a response to both
the police and the Government wanting a speedy and effective alternative option for dealing
with low-level nuisance offending that does not warrant attendance at court.

The Penalty Notice for Disorder (PND) scheme is based on the long standing Fixed Penalty
Notice scheme for road traffic offences. PNDs are issued to individuals and there is no
requirement for an admission of guilt nor is a conviction recorded against the subject.

PNDs are issued to individuals who commit specified penalty offences.

The PND scheme includes offences within 2 separate tariffs subject to penalties of £50 and £80,

Section 5 of the Public Order Act 1986. (Referred to throughout the report as Section 5)

Section 1 Theft Act 1968 (retail theft)2. (Referred to throughout the report as theft)

Section 1(1) Criminal Damage Act 19713. (Referred to throughout the report as criminal
damage)


These three offences are all in the higher, £80 tariff and are all recordable4 and notifiable
offences that count as both a Sanction Detection5 and Offence Brought to Justice (OBTJ)6.
The effective usage, recording and counting of PNDs are key factors in contributing to the PSA 1
target to bring 1.25m offences to justice by 2007/08.
