Oakham skate park PC Lloyd and young people

Last night Oakham Town Council discussed the funding of lighting at Cutts Close Skate Park.

The Council had previously asked the young people to raise some of the funds needed.

Durring the discussion is was shockingly clear the Council seemed to endorse child labour!

Cllr Dewis stood first and said I very disappointed!!
The young people should have worked for the money the police have just handed them money.

Cllr Adam Lowe Disagreed the young people have achieved their aim.
They have done nothing different from the council, they have secured funding.

(I agree, I don't see councillors digging gardens to acquire grants!)

Cllr Lorna Grey was also disappointed it was clear PC Lloyd had directed the young people towards the BCU fund.

Cllr Lucas made a very serious allegation and said the letter that was signed by Children was a fake. It was clearly not written by child.

Cllr Adam Lowe finished by adding the young people had followed instruction and achieved there aim.

It is a great pity Oakham Town Council does not protect the tax payers money it spends.

They hand Joy Everett thousands of pounds of Tax Payers cash for her festival, they hope she will tell them how she is going to spend the cash before the event?

Next year I hope to see her and the committee washing cars in the High Street for our money.

How Corrupt can this council get?

Oakham Town Council last night awarded the above a contract for computer services.

Like the contract lucrative £16,000 contract for flowers awarded  to a former town clerk, the contract was not put out to tender. bIt is only now being put to tender because of  her retirement announcement. I questioned this contract when I was a Councillor and was told by the Clerk no one was interested in tendering!

When will this council realise they are handling public money and it is not theirs to pass onto friends as they please.

Cllr Adam Lowe voted against the purchase from Millennium although he did not speak out (he appears to have been silenced)

He was asked after the meeting why he had voted against? he replied because there had not been a tender. Asked why he did not say this at the meeting? he replied because I am new.

For those who follow my blog I congratulated Mr Lowe for his bravery the first time he spoke out.

He went on to say he has had a private meeting about the matter of tendering, it appears this came to nothing.

A Councillors role is to speak up, Mr Lowe, I am sure is aware of his responsibilities, as a special constable who two standards to follow.

I know you read my blog Mr Lowe, as you told me, Please don't be bullied by the Clerk and others into accepting bad practice. People expect their Councillor to speak up.

Thank you for answering the questions.

Cllr Charles Haworth could learn from you, Councillors vote and must be willing to be accountable to the voters. I can never understand why he never wants the public to know how he votes. When he voted to abstain on another matter his gesture with his pen was hardly noticed. The Mayor saw and had to relay his vote to the Clerk who did not see, pathetic!

Oakham Fitness Centre Princess Avenue,Oakham, LE15 v Oakham Town Council

Oakham Fitness Centre Princess Avenue,Oakham, is one of  three tenants Oakham Town Council receives rent from. The Fitness Centre is currently in arrears with it rent and finally at last nights Council meeting, Councillors voted to start the legal process.

Oakham Town Council lets 3 public properties to elite groups in Oakham for next to nothing rent.

Oakham Fitness Centre Princess Avenue,Oakham £1,200.00 a year they only paid £597.50

Oakham Tennis Club £700 a year

Oakham Bowls Club £620 a year

None of the above are paying a fair commercial rate, the clerk told me its how the old boys drew up the leases a few years ago.

Personally I think this stinks the properties belong to the public, were paid for by the public.
Oakham Town Council is not a charity.

The fitness centre should be repossed and the premises used as a local community centre.

Dear Mr Pook, Rutland County Council monitoring officer.

Dear Mr Pook, Rutland County Council monitoring officer.

Oakham town council meeting went well for a change.

I entered the chamber followed by the gentleman from Standards, I thought everyone was greeting me, how nice I thought!
then I realised Martin was the first name of Mr Martin Grimes from standards. Cllr Lucas was making a special effort to gain
a good report.

Cllr Haworth appeared not to declare an interest in the item about Oakham Gyms rent arrears.
The public were excluded and he remained, but departed half way through the item for a short a period a temporary illness I assume this time.
We were called back in for the Mayor to close the meeting,  Cllr Lucas was very surprised to see Martin from standards had returned, she made a audible comment to this effect. I believe this prompted the Mayor to follow correct procedure and tell us this time the outcome of the item in the normal Oakham Town Fashion, she might as well have not bothered. I am pleased she is going in May.

Moving onto May and the Elections, the Clerk said if the public wanted nomination packs they will be sent to RCC, current members of the council will be able to collect theirs, if they are standing again from him. Is this legal? can the Clerk act as agent for these councillors? I believe election rules are very strict and all prospective candidates must be treated as equal.

I am very concerned at the councils attitude towards tendering, one Cllr voted against a item on the agenda, this prompted a question after the meeting. Why had the Councillor voted against the purchase of computer equipment and services? He replied because the council had not tendered. He said he had spoken privately about this matter before but nothing had come of that meeting. It is refreshing to have a Councillor who is willing to explain his actions, (unlike Cllr Haworth who gentle shook his pen hoping no one would notice his vote when he abstained for another item.)  I fully understand the councillors no vote I often mentioned that subject and was shouted down by the Clerk. I wonder why he did not speak up at this meeting has he been got at the Clerk? We all know computer equipment and service prices are negotiable to many times the Clerk speaks with people he knows and gets what he wants. He confused Councillors during the item and I am sure at least Cllr Dodds does not know what she voted for. I will be blogging about this tomorrow along with a full report about the meeting. Is it a coindence a Nick is mentioned in one of the letters?

reading the letters from the computer company it is clear they know Richard well, just like the former Clerk who was given the flower and water contracts.

I was also noted how Cllr Dewis and most of the Town Council were in favour of Child Labour tonight....

PS. Cllr Joyce Lucas pointed out there are two signs on the library both included the name Rutland, She was very animated when she said get on and run your own libraries.
