Rutland County Council is to consider a planning application for conversion of Barleythorpe Hall from a vacant residential care home to 8 self contained units with associated garaging and parking. Also 6 new build houses with private gardens and associated garaging and parking.

The Hall itself was previously used as a local authority care home and has been closed
since about 2006. The building is 2 storey, a third floor having been removed some time
ago. The original part of the building is constructed of ironstone and buff brick with moulded
stone cills and other decorations. The building has been extended in a less well matching bricks.





Neighbour Representations

15. Representations have been received from 10 local residents on Clock House Court and
Manor Lane. There is some support for the scheme but some concerns.

 The main issues identified are:

 Too much development in Barleythorpe – impact on local infrastructure.
Recent developments have added to recent earthquake frequency
 Concern about traffic on Manor Lane and the proposed new access thereto.
 Increased traffic onto Main Road with the college and football ground
 Some support for restoring the Hall plans are sympathetic with the local character, and
maintains the fabric of the Hall
 Concern about new build setting a precedent especially for an appeal decision on the
adjacent site where permission has been refused for new build (greenfield site)
 Contrary to Core Strategy as a Restraint Village.
 Drainage impacts on Clock House Court
 Noise and dust from construction
 Pleasantly surprised by the scheme but request mirrors on Manor Lane to aid visibility
especially from Clock House Court.

Barleythorpe Hall Home ran for the duration of the Second World War and up until 1947. In 1941 residents were evacuated to the Home from St Gregory's Home for Babies, Plymouth, Devon. In 1947 residents moved to Milton Lodge Home for Babies, Gillingham, Dorset.

and later an elderly person's home (until 2006)

Rutland County Council have permitted the destruction of an important part of Rutland's history.

I obtained a email under freedom of information, that email showed that Tory Deputy Leader was
a little upset with my interest in saving Barleythorpe Hall.

Back in 2011 just before the election, the Tories carried out what as described as a spring clean by the
cabinet.

Many Museum items were disposed of,  with advice from the then Tory Councillor and local antiques expert Peter Jones. No one knows how much cash was made for Rutland County Council from the disposal
of this public property.

Terry King Pushed through the sale of Barleythorpe Hall, saying no strings should be attached making it
possible to achieve a quick sale.

A search of the Hall on Rutland County Councils website reveals no details relating to the proposed
sale.

It has been pointed out to me Innes England marketed the property earlier this year. They requested
secret bids. the date has passed for submission of bids, the company is refusing to say if the property
has been sold.

It is no surprise a large proportion of Rutland residents shout corruption when Rutland County Council
handles public property.

The attached is the sales PDF for Barleythorpe Hall, I find it interesting as I live in Barleythorpe and never saw a for Sale sign. BUT more interesting is it is now 2 months since the close of bids and I am trying to find out if it was sold and if possible who too, (save the expense of a search of the Land Registry) . Council says call Chris Sinclair from Innes England and won’t say if it has been sold or not and I supposedly spoke to a senior person in Land and Property section. Chris won’t return my phone call and his office and secretary cannot tell me if it is sold. I find this perplexing as any other property sale I have enquired over the years (non council) the answer has been instant and anyone at the agency could answer.

Is this another council hide all???

My betting is it was sold to Larkfleet or one of their subsidiaries for next to nothing and the reason it wasn't marketed and an outside Agency was given the task to sell it is that the council is up to its normal tricks.

I agree with the writer why is no one willing to answer a simple question has it been sold?
It's a power thing here in Rutland, I remember Cllr Joyce Lucas sitting smirking at a town council meeting
when the pub change of use came up, "I know who is buying it" and looking at me she said 
"I am not saying" the daft Cllr forgets we can all pick up the phone and ask people questions,
she does really make herself look daft.

Tory Leadership of Rutland County Council, Roger Begy and Terry King
permitted the decay of this valuable public asset.

Hoping a developer would take it, demolish and build many more homes on
the land.

The have already approved building of homes in one of the old walled gardens
homes  packed in like sardines.

Barleythorpe Hall was closed as a residential home for elder people in June 2006 although money had been spent to bring it back to registration standards. One improvement was the installation of a new and large stainless steel kitchen costing many thousands of pounds. However a working party, of which I was a member, considered the long-term future of this residential home. The eventual outcome was to work in partnership with a private care provider to build a new ‘Care Village’ on community land adjacent to the hospital and surgery.
Since 2006 the Hall has stood empty and there has been attempts to sell the property. A little over two years ago Cllr.Wainwright accompanied a prospective buyer around who commented on the good quality of the Kitchen. This would be an important factor in any offer he should make.
Last year I went to look around the building, it is in my Ward and it has a significant history, a former home of the Yellow Earl, Lord Lonsdale. I could see that the stainless steel kitchen had been removed, only odd units remaining. This prompted me to contact the Chief Executive Officer of Rutland County Council to enquire what had happened to the kitchen as removal would have further devalued the Hall. It had previously been broken into and piping removed.
The CEO informed me (twice) that the kitchen had not been stolen. It seemed to me in order to make such a statement you would need to know what had happened to it. Several emails later to the CEO and I have still not been informed what has happened. From the exchange of emails it seems something is not in order. As I am a Ward member and a custodian of Council assets why am I being denied this information? Has it been sold or given away? Or is it stored safe somewhere? I need to know.

Barleythorpe Hall, Barleythorpe, Rutland, Rutland County Council, Shame


Barleythorpe Hall can be found  in Barleythorpe village in the county of Rutland in the East Midlands of England. It is located about a mile (1.6 km) north-west of Oakham. As you can see the hall is in a sorry state. A shameful state of neglect the responsibility of Conservative County Council. This is a public asset and is left to fall into a disgraceful condition. Conservative Councillor King told the Rutland Times I can not see any reason why this building can not be demolished. I see many reasons the building has a historic past and I am told it contain a fine wooden stair case, unless that ha been stolen like the lead and the stone from the garden.
Barleythorpe Hall was a home of Lord Lonsdale, He was known as the Yellow Earl for his penchant for the colour. He was a founder and first president of the Automobile Association (AA) which adopted his livery. and later an elderly person's home (until 2006). Alongside is the training and conference centre of EEF East Midlands and Mid-Anglia. soon to close. The Council says it wants to attract tourists, do tourists come to visit housing developments?

Barleythorpe Hall Rutland Mr Terry C King (Conservative) - EXTON WARD (Deputy Leader of the Council)

Mr Terry C King (Conservative) - EXTON WARD (Deputy Leader of Rutland County Council) has rather disgracefully suggested it would be possible to demolish more of Rutland's Heritage.

They Council is planning to once again attempt to flog of Barlythorpe Hall and Cllr King said there should not be to many restrictions attached to the sale.

Hurry up English Heritage why is this fine building not listed?

The Council wants tourists to visit Rutland, what is there left for them to visit?
