Councillor Andrew Brown, Lyddington, Independent, reappointed Chairman of Rutland County Council. Councillor Samantha Harvey, Cottesmore, Independent, reappointed Vice-Chairman of the Council

Cllr Andrew Brown, a esteemed local farmer, magistrate, part time comedian and repository of all things oak-related (he might have planted the first one in the county, no one's entirely sure), was ceremoniously reappointed chairman of Rutland County Council. He retains the gavel, a hefty thing that resembled a small tree trunk, for another year.

Cllr Andrew Brown, bless his britches, shuffled forward towards the microphone, seated in his chair, a faint moo emanating from somewhere deep within his tweed waistcoat (one never could be certain with Andrew). His acceptance speech was, as ever, a masterpiece of brevity. "Well, this is a surprise," he rumbled, gaze fixed firmly on a particularly interesting pattern in the carpet . "Didn't think anyone else fancied the job. Still got all my marbles, I suppose, most of 'em anyway."

Standing beside Cllr Andrew, a picture of youthful exuberance (by county council standards, anyway), was Cllr Samantha Harvey, the ever-enthusiastic deputy chair. At a sprightly young age, she practically effervesced with new ideas, much to Andrew's occasional bewilderment. Her reappointment was met with a smattering of applause – Samantha, bless her heart, was determined to make the County Council exciting, even if it meant introducing cheese-rolling contests and mandatory morris dancing lessons (a motion that Andrew squashed with the aforementioned gavel with surprising alacrity).

Samantha, said "adults are exhausting," was reconfirmed as his deputy with a sigh that could curdle milk. One would think she'd drawn the short straw, but rumours swirled that Samantha secretly held the real power behind the throne, keeping Andrew on the straight and narrow (or at least, out of the pub before council meetings).

Samantha, ever the diplomat, managed a thin smile and muttered something about "looking forward to another productive year." Whether she meant productive or riotously entertaining remained to be seen. One thing was certain: in the sleepy County of Rutland, the changing of the guard would have to wait. At least until Andrew finally decided sheep weren't bad conversationalists after all.

So, the unlikely duo of Andrew and Samantha would continue to preside over the Rutland County Council, a potent mix of sleepy tradition and youthful exuberance. One could only hope Andrew wouldn't mistake Samantha's motions for particularly enthusiastic cow calls during the next meeting.

Sundew & The Great Walk 40th Anniversary Event at Rocks By Rail

Do you remember the record breaking drag line excavator that walked its way in to East Midlands folklore in the summer of 1974 by inching its way from Exton Park to Corby?

If you do, and even if you don't, why not join us at Rocks By Rail to celebrate this massive machines epic journey? The museum saved one of Sundews driving cabs from the scrap men, and now you can come and see how we propose to restore it and preserve the Sundew story for future generations. We have a very full day planned, including - the unveiling of a major new piece of industrial art work commissioned by the Arts Council, an exhibition of previously unseen photos of Sundew sent in by supporters in response to our media campaign, steam hauled brake van rides, quarry demonstration trains, quarry machines in action, and a barbecue next to Sundews cab in our quarry viewing area.

Kendrew Barracks, Cottesmore, St Georges Barracks, North Luffenham, Roger Begy, Conservative Leader, Rutland County Council

We are delighted that the long-term future of both army bases in Rutland appears secure with the news that £180 million will be invested into the county as part of the Army Basing Plan.

There is a long and proud military tradition in Rutland and we are honoured to be one of seven UK areas chosen to host returning army troops.

Our local bases at Cottesmore and North Luffenham have an important role to play locally and we look forward to continuing our excellent relationship with the armed forces.

In recent years, Rutland County Council has been at the forefront of work that has already ensured the smooth arrival into Kendrew Barracks of 600 troops (and families) of the 2nd Battalion Royal Anglian Regiment from Cyprus during 2012.

We have also been working closely with army colleagues for some time to plan for the arrival, during 2013, of 7 Regiment The Royal Logistics Corps.  This detailed planning has seen the council work with key external partners as well as army colleagues, to focus on the impact of new arrivals in the areas of health, schools, and skills & employment.

The defence announcement also revealed that '5 Force Support Battalion Royal Electrical and Mechanical Engineers' will also be based at Kendrew Barracks from 2015 onwards.  The council also understands that '2 Armoured Medical Regiment' and '1 Military Working Dogs Regiment (Royal Army Veterinary Corps)' will replace 16th Regiment Royal Artillery at St Georges Barracks, North Luffenham.

The work that the council has already done in tandem with our partners and 2nd Battalion the Royal Anglian Regiment will serve us well in future years.  Our team working on this will now include in their planning the additional arrivals announced by the Defence Minister, and we look forward to welcoming the soldiers and their families to Rutland.

Rutland County Council signed the Army Community Covenant during 2012 which encourages the local community to support local military personnel and their families.

The End RAF Cottesmore

The End RAF Cottesmore

Name Signs Removed

At 6.00pm,  The RAF flag was lowered for the last time at the base this evening. The RAF departed Rutland and handed the base over to the MOD for them to make preparation for the arrival of the Army.

MOD Guard Service

Some passing the gate said it was a sad day for Rutland. Maybe a sad day for councillors who have served the RAF for years, maybe they can now concentrate on serving the wider community.

Local Press  BBC to the Rutland Times

I actually found a visit to the nearby cemetery much much more saddening. So many names and ages as low as 20

I was surprised our Mayor Councillor Joyce Lucas did not stop to visit and pay tribute, particularly as she was a guest in the Parish of Cottesmore.

I spotted Tory Roger Begy and his wife driving his eco friendly Jag  both waved, I thought how cheerful it was to be in Rutland then the Chief Executive Helen Briggs approached Rutland's Iron Lady, I am not sure if the lack of expression is caused by botox  A similar face could be seen worn by Oakhams Mayor, things quickly returned to normality with the arrival of Rutlands High Sheriff Peter Lawson and his wife who both waved.

On my return to Oakham I had the misfortune to spot the Mayor speeding back to Oakham no consideration for the residents of Burley the flashing slow down sign is in place for a reason.
Even Leicestershire Constabulary managed to pass without triggering the warning sign.

I was impressed to see the MOD did not  treat the local
VIP's any different from the press or the local bus,
they all had to enter by the side gate and sign in
The High Sheriffs wife returns
to her car while Tory Leader Roger Begy waits in line

The RAF and MOD officials were waved
in through the main gate.

Both the Mayor and Chief Executive attempted the
main gate and were told to go away.

Army to move into RAF Cottesmore base, Cottesmore Rutland

The Speculation of doom and gloom surrounding RAF COTTESMORE is now over. The base will be occupied by the Army once it closes as an airbase, the Government has confirmed today and announced the army will occupy the base.

Some RAF personnel have remained at the base but they are due to leave over the next few months to finally vacate by March 31, 2012.

Speaking to the Rutland Mercury

Leader of Rutland County Council Roger Begy (Con) said:

“This announcement is really good news for the county and means that Cottesmore and the surrounding areas will have a new lease of life. We are delighted that the base is set to be fully occupied again.
“We are still looking at the finer details of the announcement with regards to exact timings.
The RAF is due to occupy the site until March next year. The economic situation of Cottesmore won’t change overnight, but this will certainly help. Rutland County Council has worked closely with the MoD in recent months and I am delighted to welcome the army to Cottesmore. It is good news that they will be utilising the base.”

Also speaking to the Rutland Mercury:
Deputy leader of the council and cabinet member for economic development Coun Terry King (Con) added: “It is pleasing to see that the site will be occupied by the Army. The council will continue to work closely with the MoD to make sure the council is fully involved in any decisions about the long-term use of the site.
“The announcement is a real boost for Rutland and I welcome the Army to the county. I’m sure that Cottesmore will prove ideal for their training purposes.”

Rutland MP Alan Duncan commented: “It is excellent news that Rutland will continue to host the military. Following the previous Government’s decision to close the base the future of the site hung in the balance and it seemed we might be left with a derelict site. The council and I have worked hard with the MOD to avoid this and we have delivered a good result for the county.
